It is very difficult to estimate the cost of remodeling jobs accurately because unforeseeable construction conditions are frequently encountered. T h a t was true in this case and a great deal of additional work had to be done which was not originally contemplated. T h e audited cost is $16,802.43. There is no question that the costs were incurred and with the approval of the University representative in charge. Through an oversight and misunderstanding of the original action of the Board, the Institute of Aviation did not report an increase in the estimate until the work had been completed. T h e Director of the Institute of Aviation and the Comptroller request approval of the increased estimate and authority to pay the contractor the full amount of cost incurred and audited, subject to the usual filing of waivers of liens. Because the remodeling has resulted in a higher standard house than was originally contemplated, the scale of rentals is somewhat higher and the expenditure will be recovered through income from rentals in a period of approximately seventeen years. I concur in the recommendations of the Director and the Comptroller.

On motion of Mr. Herrick, these recommendations were adopted.

CONTRACT FOR PAINTING OF PIPING (11) T h e Director of the Physical Plant Department and the Comptroller recommend award of a contract for $9,850 to J. Bernard Mullen, of Chicago, the lowest bidder, for painting of piping in connection with the installation of laboratory equipment in the East Chemistry Building. Funds are available in the State appropriation for "Acquisition and installation of Chemistry Building equipment." I concur and recommend that the Comptroller and the Secretary of the Board be authorized to execute this contract.

On motion of Mr. Nickell, authority was given as recommended.

AWARD OF CONTRACT FOR REMODELING IN LINCOLN HALL (12) On July 28, 1949, the Board of Trustees approved an appropriation for remodeling and equipping certain rooms in Lincoln Hall for the language departments. T h e Director of the Physical Plant Department and the Comptroller recommend the award of a contract to C. A. Petry, the lowest bidder, in the amount of $8,157. I concur and request that the Comptroller and the Secretary of the Board be authorized to execute this contract.

On motion of Mr. Fornof, authority was given as recommended.

RELEASES OF FUNDS FOR BUILDINGS AND OTHER CAPITAL IMPROVEMENTS (13) The Governor has approved the following releases of funds from appropriations made to the University of Illinois for 1049-1951 for buildings and other capital improvements: Release No. 1 "Acquisition and Installation of Chemistry Building Equipment $330,000" Release No. 2 " F o r Equipment for Buildings at Urbana-Champaign and Chicago $ 50,000" This is a partial release of an appropriation of $680,000. T h e funds so released may be used by the University for the acquisition and installation of Chemistry Building equipment, the amount appropriated for this specific purpose having proved insufficient to complete the project, and are supplementary to release No. 1. Release No. 3 " F o r Contingencies to Cover Expenditures for Purposes for which the Amount Appropriated in any Item Above Enumerated is, or becomes, Insufficient $ 20,000" This is a partial release from an appropriation of $550,000, and the $20,000
