ADDITION TO CONTRACT FOR SANITARY SEWER (31) The University has a contract with Mancini, Ventrella, and Sons, Chicago, for the construction of a sanitary sewer to serve the housing area and other buildings on the west side of the campus. As is customary in sewer contracts, this one contains a provision that if in the course of construction conditions not known at the time the contract was signed are encountered, the contractor is entitled to additional compensation as negotiated by him and the University. In the course of this sewer construction quick-sand beds were encountered on the south side of Armory Avenue and on the north side of Green Street. As a result it is necessary to change the sewer plan by elevating the sewer line, using cast iron pipe to bridge the quick-sand beds at vulnerable points, and using larger tile in certain sections of the sewer. The alternative would be to pump out the quick-sand pockets and fill in with crushed rock which would be extremely expensive. Changes agreed upon will cost $4,500. The contractor has offered to assume half the cost because the change in the sewer plan is of some advantage to him. Wilson and Anderson, Consulting Engineers in charge, have approved the revised plan and recommend its acceptance. The Director of the Physical Plant Department and the Comptroller concur. I recommend that the Comptroller be authorized to execute a change in this contract by increasing it $2,250. Funds are available in the State appropriation for temporary housing for the biennium of 1947-1940. Since these funds were encumbered when the original contract was entered into they will be available until September 30.

On motion of Mrs. Holt, this change of contract was authorized as recommended.

ADDITION TO ELECTRICAL CONTRACT FOR REWIRING PHYSICS LABORATORY (32) The University has a contract with the Square Deal Electric Company, LaPorte, Indiana (Minutes, March 10, 1049, page 204), for the electrical installations in the repowering and relighting of the Physics Laboratory (the old Physics Building). This contract covers the first phase of the repowering and relighting contract. It was anticipated that the second and third phases of this project would be completed with funds available in building appropriations for 1949-1951. Because of the reduction in building funds, the completion of the project will have to be postponed. The Head of the Department has therefore requested that certain additional temporary electrical facilities be installed before the beginning of the first semester of 1049-1950. This work will consist of additional lighting fixtures in one room and additional electrical outlets in eight rooms at an estimated cost of $2,410. Funds are available in the appropriation made by the Board of Trustees for this project. The Director of the Physical Plant Department and the Comptroller recommend this addition to the contract with the Square Deal Electric Company for this additional work. I concur and recommend that the Comptroller be authorized to execute this change in the contract.

(33) At the Board meeting on June 25, 1949, in connection with the proposed contract for purchase of coal for the Urbana-Champaign power plant for 19491950, members of the Board requested information as to the procedure followed in judging the quality of coal supplied.
