limited to those necessary for the protection of property and winding up the records and affairs of the University, including the removal of University property. A resolution relating to the temporary housing units was approved by the Board on April 21, 1949. T h e effective date of that transfer has now been made July 30, at which time this portion of the property will be returned to the Public Housing Administration. A resolution is now submitted relating to the general hospital property and its approval by the Board is requested. Resolution approving the Letter Agreement for transfer of the site of the former Mayo General Hospital now under lease to the University of Illinois from the War Assets Administration Whereas, it has been decided to close operation of the Galesburg Division of the University of Illinois at the end of the current academic year, and Whereas, the Department of Public Welfare of the State of Illinois has applied to the W a r Assets Administration for purchase of the property and site now leased by the University of Illinois at the Galesburg Division, and that such application of purchase has been processed and transfer conditionally consummated by a Letter Agreement dated May 31, 1949, in which such property, personal and real, has been sold to the State of Illinois for public health purposes, Now, Therefore, Be It Resolved, that the Letter Agreement dated May 31, 1949, between the State of Illinois Department of Public Welfare and the W a r Assets Administration or its successor in function, be confirmed, and the execution thereof by Lloyd Morey, Comptroller, through William J. English, Business Manager, Galesburg Division, be and is hereby ratified and approved.

On motion of Mr. Nickel], this resolution was adopted.

LEASE O F ILLINI C E N T E R (51) On April 24, 1947 (Minutes, page 348), the Board of Trustees authorized the leasing of quarters (3,000 square feet of space) in the LaSalle Hotel, Chicago, for the Illini Center, to be used jointly by the University and the Alumni Association, at a rental of $4,500 a year. The lease will terminate on June 30, 1949. The University has the option of renewing it for three successive two-year periods; the lessor has reserved the right to negotiate an adjustment in the rental with each renewal. In consideration of the expenditure by the University for remodeling and furnishing the quarters, the LaSalle Hotel accepted a moderate rental for the earlier years of the occupancy, with the understanding that a higher rental would be put into effect later. The LaSalle Hotel has requested a rental of $5,400 for 1949-1950 and of $6,000 for 1950-1951. The present rental is at the rate of $1.50 a square foot, and the proposed rates are $1.80 a square foot for 1949-1950 and $2.00 a square foot for 1950-1951. T h e rates are reasonable in comparison with other office quarters of similar quality in terms of location and services available in the Chicago Loop. The Comptroller requests authority to extend this lease for two years ending June 30, 1951, at a rental of $5,400 for 1949-1950 and $6,000 for 1950-1951. I concur.

On motion of Mr. McLaughlin, this lease was authorized.

H O U S E BILL 9 7 0 (52) At this point Mr. Livingston asked that the Board consider the implications of House Bill 970 now before the Senate of the Sixty-sixth General Assembly of Illinois. This bill was introduced in the House of Representatives on May 17, 1949. It would amend an Act of 1941 by placing the administration of civil service in the University of Illinois under a separate board of commissioners to be appointed by the Governor. T h e Act of 1941 authorized and directed the Board of Trustees of the University of Illinois to classify by rules adopted for that purpose all nonacademic positions and employments in the University of Illinois (except the faculty, administrative officers, professional and scientific positions) with reference to duties thereof for the purpose of establishing grades, salary scales, and
