RESOLUTION RELATING TO FINANCING STUDENT AND STAFF APARTMENT BUILDING IN URBANA (17) On July 21, 1948 (Minutes, page 9 ) , the Board accepted an offer from Salk, Ward, and Salk, Inc., Chicago, for a loan of $900,00x5 partially to finance the construction of the Student and Staff Apartment project in Urbana. Salk, Ward, and Salk has placed the loan with the Modern Woodmen of America and Royal Neighbors of America whose attorneys request that the Board of Trustees adopt the attached formal resolution. The Comptroller and the Legal Counsel recommend the adoption of the resolution (see Appendix, page 395).

On motion of Mr. Livingston, this resolution was adopted as recommended.

CONTRACT FOR RE-ROOFING ADMINISTRATION BUILDING ( W E S T ) (18) T h e following bids have been received for the re-roofing (using the present tile) of the Administration Building ( W e s t ) : H . Reuter Company, Kankakee $11 452 J. L. Kingston, Bloomington 7 935 This building was constructed in 1915 and has been in service thirty-four years. Due to roof deterioration there is danger of the tile shingles sliding off. The Director of the Physical Plant Department and the Comptroller recommend award of the contract for $7,935 to J. L. Kingston of Bloomington, the lower bidder. Funds are available in the Physical Plant Department budget for this work. I concur and recommend that the Comptroller and the Secretary of the Board be authorized to execute the contract.

On motion of Mr. McLaughlin, this contract was awarded and authority was given as recommended.

RECOMMENDATIONS RELATING TO PATENTABLE DISCOVERIES (19) The following discoveries which are potentially patentable have been reported to the President of the University: 1. The invention of an atomizing nozzle by Mr. E. H . Conroy, Jr., a graduate student. H e developed certain principles of nozzle design which appear to be novel and worth while, in connection with his research work for the Ph.D. degree on the combustion of sulfur. This research work is supported by the Texas Gulf Sulphur Company. Both the Company and the University are interested in making the discovery of the greatest use to the public, that is, to the users of sulfur. T h e Company desires that the new discovery be made available through non-exclusive royalty free licenses. 2. The invention of an electronic X-ray film contrast enhancer by Messrs. J. S. Garvin, C. W . Goodwin, and S. N. Stein of the College of Medicine. It is the judgment of the University Research Board that this device has a field of usefulness but requires considerable development and is not likely to bring commercial possibilities attractive enough to justify securing patent coverage at the expense of the University. 3. A new method of synthesizing the intermediate products from which Chloromycetin is developed: A process of preparing a new antibiotic by Professor Herbert E. Carter of the Department of Chemistry, Assistant Professor David Gottlieb of the Department of Horticulture, and Mr. P . K. Bhattacharyya, a graduate student in chemistry, while engaged in research work on antibiotics sponsored by Abbott Laboratories, Eli Lilly and Company, and the Upjohn Company. The University Research Board recommends that these discoveries be released to the discoverers as agents of the University of Illinois Foundation. I concur.

On motion of Mr. Nickell, these patents were released as recommended.
