For exterior painting, Emory Warner, Monticello, the lowest bidder, at $1.50 an hour for labor For interior painting, D. L. Okey, Mansfield, next lowest bidder, at $1.75 an hour for labor Materials as specified by the University to be furnished at cost; labor and material to be subject to a 10 per cent increase for overhead The estimate for exterior painting is $3,000 and interior painting, $5,000. Funds to this extent are available in the income from the farm applicable to such expenditures. It is proposed to proceed with the work in the houses involved in the order of priority as listed above and carry out the work to such extent as is possible within these limits of total cost. I concur and request that the Comptroller and the Secretary of the Board be authorized to execute the above contracts. REMODELING AND REPAIRS AT ALLERTON HOUSE (40) Bids have been received on remodeling and repairs at Allerton House, for work included in the special appropriation made by the Board on March 10, 1949, in accordance with plans prepared by the University Architect. It consists of remodeling the lower floor from a garage area into a kitchen and food storage area, remodeling the main floor to set up a serving room, and of installing toilets and heating facilities. It is hoped to install additional toilet facilities in the main part of the house and to make some alterations in what was formerly the service wing (in order to increase bedroom capacity) if funds permit. Because of the limitation of funds, the work has been arranged in an order of priority, starting with the kitchen, serving room, dining room, public toilet rooms, and going on to the remodeling in the other parts of the house. The work will be rounded off at the point where funds are exhausted. In order to proceed in this way bids were solicited on a cost plus basis. Considering all factors, the best bid is listed by Bowman Hardware and Electric of Monticello. The Director of Allerton P a r k and the Comptroller recommend, after a review of the bids with the Physical Plant Department, that the contract be awarded to this firm at the cost of labor (as per schedule submitted) plus 10 per cent the cost of wholesale materials plus 20 per cent, and the cost of other materials plus 10 per cent, all subject to detailed audit by the University, with a maximum cost of $35,000 for the work to be done. If the work desired can not be completed within this limit, a further report may be made to the Board and an additional appropriation proposed. All work will be supervised by the Consulting Engineer now serving on the Allerton project and by the University Architect's Office. I concur and recommend approval. REMODELING AND REPAIR OF HOUSES AT ROBERT ALLERTON PARK (41) At the present time there are two houses in Robert Allerton Park which are unoccupied and which need to be repaired and remodeled before they can be used. Both are without plumbing or electric wiring. One does not have a heating system and is in need of substantial repairs before it can be used. The House in the Woods is to be used as one of the residences to be occupied by those attending conferences at Allerton. It has a heating system but does not have electric wiring or plumbing. It will have four bedrooms upstairs and four bedrooms downstairs. Two bathrooms are needed. In addition minor structural changes and wiring are required. The other house, the gardener's house, on the south end of the property, across the river from Allerton House will be occupied by an employee's family thus giving us more space in the Gate House or in Allerton House itself for overnight guests. This house needs a heating system, bathroom and kitchen, plumbing, and wiring, as well as some major repairs. Because the work is essentially remodeling, bids have been invited on a cost plus basis. The bids do not include heating, plumbing, or electrical work, for which later recommendations will have to be submitted. T h e Director of Allerton Park and the Comptroller, after a review of the bids with the University Architect's Office, recommend that the firm of Hammerschmidt Brothers of Monticello, whose unit rates are lowest, be given a contract
