AWARD OF CONTRACT FOR SW1TCHGEAR IN UTILITIES DISTRIBUTION SYSTEM AT CHICAGO PROFESSIONAL COLLEGES (24) Bids have been received on switchgear for the Chicago Mini Union Building substation, which is part of the utilities distribution system at the Chicago Professional Colleges. The University at the present time is receiving an electric rate from Commonwealth Edison Company based on one point delivery although there are actually four delivery points. The Commonwealth Edison Company has continued the rate based on one point delivery with the understanding that at a later time in the coming biennium it will be reduced to one point delivery. The switchgear recommended will reduce the point of delivery from four to three. It is recommended that the contract for this installation be awarded to the Sorgel Electric Company, Milwaukee, Wisconsin, the lowest bidder for $13,691. Funds are available in the State appropriation for the utilities distribution ^system in Chicago. I concur and recommend that the Comptroller and the Secretary of the Board be authorized to execute the contract.

On motion of Mr. Nickell, this contract was awarded as recommended.

REVISION OF BIENNIAL APPROPRIATION FOR 1 9 4 7 - 1 9 4 9 (25) State appropriations made to the University for operations are in accordance with classifications of expenditures specified by the State Finance Act and are subject to its provisions. It is necessary to request the 66th General Assembly of Illinois to pass an emergency act reallocating, by object classifications, the appropriation to the University for the current biennium, 1947-1949. This will not require any increase in the current biennial appropriation but will authorize the use of funds already appropriated although not available without legislative readjustment of the budget. I recommend that the Board authorize the officers of the University to secure such legislation.

On motion of Mr. Nickell, authority was given as recommended.
