On motion of Mr. Nickell, these balances were reappropriated as recommended, by the following vote: Aye, Mr. Fornof, Mrs. Holt, Mr. Livingston, Mr. McKelvey, Mr. McLaughlin, Mr. Nickell; no, none; absent, Mr. Davis, Mr. Green, Dr. Luken, Dr. Meyer, Mr. Williamson.

FARM BUILDINGS AT CARTER-PENNELL FARMS (36) Professor J. B. Andrews, Manager of University farms, recommends that the University contract with Carl J. Steiner, Jr., Cissna Park, for the construction of a corn crib on the North Carter-Pennell Farm for approximately $4,600 and a cattle shed and concrete cattle yard floor on the South Carter-Pennell Farm for approximately $3,500. The need for the crib has been known for some time. The old crib is beyond temporary repair and is unsafe for further use. (A letter in the files written by Professor M. L. Mosher to Dean Mumford in 1938 states the need for replacing the old crib "in the near future.") The shed on the South Carter-Pennell Farm is necessary to meet the requirements for producing Grade A milk. Much time has been spent with staff members in farm management to review location, relative investment, and capacity needs; with the Soil Conservation Service technicians to check drainage affecting location; and with Professor D. G. Carter of the Department of Agricultural Engineering and his staff to provide details of design and to check costs of construction. Buildings built by Mr. Steiner have been inspected and his references checked. H e has been found to be experienced and reliable. His over-all costs, compared with the costs for recent construction of similar buildings in this area, are considered reasonable by Professor Carter. Funds are available in the operating account of Carter-Pennell Farms. Professor Case, Dean Rusk, and the Comptroller endorse this request. I concur and recommend approval.

On motion of Mr. McLaughlin, the construction of these buildings was authorized as recommended.

REMODELING OF ARCADE BUILDING (37) On September 26, 1947 (Minutes, pages 834-835), the Board approved contracts for remodeling the Arcade Building, in line with the agreement of the University to make such remodeling under the lease with John Katsinas. The previous estimate of cost of this work was $30,000, on a cost plus fixed fee basis. Actual costs will run almost $50,000 due in part to necessary changes in amount of remodeling and in part to increased construction costs. Direction to proceed could not be given the contractor until December 2, 1947. There were further delays resulting from ( a ) unusually heavy rains, (b) shortage of brick masons, (c) delay in securing information from Mr. Katsinas concerning location of equipment, the latter undoubtedly due in part to serious illness in his family. As of this date, the work required of the University has been substantially completed and the property has been turned back to Mr. Katsinas who has started the installation of new equipment. (Unexpected leakage of water has developed in the basement from an underground spring, which may require until August 15 to correct.) Mr. Katsinas has indicated that he is installing an entire lot of new equipment and making other changes which may cost in the neighborhood of $75,000. As reported to the Board on September 26, 1947, the lease still has four years to run. Rental has been suspended during the remodeling period, beginning July 1, 1047, and will be reinstated September 1, 1948. Mr. Katsinas has indicated that he will have the restaurant in operation the first semester of 1948-1949.

ADDITION TO HEATING AND VENTILATING CONTRACT FOR AGRONOMY GREENHOUSE ADDITION (38) The Director of the Physical Plant Department and the Comptroller recommend an increase of $1,198 in the contract with Robert Gordon, Inc., Chicago, for the heating and ventilating work on the Agronomy Greenhouse Addition.
