BOARD OF TRUSTEES

The purpose of the curriculum is to train recreation leaders, youth leaders, and similar workers for employment in public, industrial, and other types of recreation programs requiring trained leadership. There are several hundred people employed in this work in Illinois, most of whom are not professionally trained. In recent years there has been a demand for trained personnel.

On motion of Mr. Nickell, this curriculum was approved as recommended.

RELEASE OF FUNDS FOR BUILDING AND CAPITAL IMPROVEMENTS (4) The Governor has authorized the following release of funds from appropriations made to the University of Illinois by the 65th General Assembly under Senate Bill 662, "An Act making appropriations for certain additional ordinary, contingent, and distributive expenses of State government," which includes appropriations to the University for buildings and other capital improvements as follows: "For Contingencies to cover expenditures for purposes for which the amount appropriated in any item above enumerated is or becomes insufficient $618 845" the sum of $85,000 (the eighth release from this item), to augment Release No. 5 in the amount of $2,000,000 for the "construction of student residence halls," which amount was insufficient to complete this project.

On motion of Mr. McKelvey, these funds were appropriated for the "construction of student residence halls," by the following vote: Aye, Mr. Davis, Mr. Fornof, Mrs. Holt, Mr. Livingston, Mr. McKelvey, Dr. Meyer, Mr. Nickell, Mr. Williamson; no, none; absent, Dr. Luken, Mr. McLaughlin, Mr. Stevenson.

LAPSING OF BALANCES IN APPROPRIATIONS FOR MINOR REMODELING AND PLANT EXTENSIONS (5) At present there are approximately one hundred and twenty special Board of Trustee appropriations on the records for minor remodeling and plant extensions. Since this is the last year of the biennium, it is important that careful control be maintained of these appropriations so that balances not needed for specific purposes will lapse into the General University Reserve and be available for additional appropriation. Since these appropriations are for remodeling, in which the amount of work to be done can not always be exactly determined until after work has been started, the appropriations based on original estimates in some instances are inadequate and in the others more than necessary. The Comptroller requests authority, in lapsing of appropriations from general University funds for minor remodeling and plant extensions, to apply such lapses to deficits in appropriations of a similar character. I concur and recommend approval.

On motion of Mr. McKelvey, authority was given the Comptroller as recommended.

APPROPRIATION FOR REPLACEMENT OF NEWTON SOIL EXPERIMENT FIELD BUILDING AND EQUIPMENT (6) The barn a t the Newton Soil Experiment Field and all equipment and materials stored in it were destroyed by fire of unknown origin during the night of December 3. The building, constructed in 1942 (to replace one that had been destroyed by lightning), was considered reasonably fireproof. It was built with glazed tile block walls, hardwood bracing and rafters; the sheeting was sycamore, the roof was shingle, and the floor was of concrete consisting of one-half inch of finishing cement over a five-inch base. The fire destroyed much of the cement surface and there appears to be little salvage in the tiles. Machinery and supplies (including seed) were either damaged beyond repair or consumed, with the possible exception of a roller and tractor plow, and the wagon scale which was outside of the building. The building cost $1,978.02; the equipment, $4,483.95; total cost, $6,461.97.
