APPROPRIATION OF FUNDS AND AWARD OF CONTRACTS FOR ALTERATIONS TO DAVID KINLEY HALL (5) On July 22, 1948 (Minutes, page 17), the Board of Trustees approved an appropriation of $2,400 for architectural services for remodeling David Kinley Hall to provide fourteen additional offices and five classrooms which are urgently needed. The Committee on Special Appropriations and Nonrecurring Expenditures recommends an appropriation of $55,000 be made for this remodeling. The Director of the Physical Plant Department and the Comptroller recommend the award of a contract for the general construction work to E. N. DeAtley, Champaign, Illinois, the lowest bidder, in the amount of $48,732.50. The balance of the recommended appropriation will be needed for other phases of the remodeling and for contingencies. I recommend that an appropriation of $55,000 be made for this project and that the Comptroller and the Secretary of the Board be authorized to execute a contract with E. N. DeAtley.

On motion of Mr. Nickell, this contract was authorized and the appropriation was made as recommended, by the following vote: Aye, Mr. Davis, Mrs. Holt, Mr. Livingston, Mr. McKelvey, Dr. Meyer, Mr. Nickell, Mr. Williamson; no, none; absent, Mr. Fornof, Mr. Green, Dr. Luken, Mr. McLaughlin.

AWARD OF CONTRACT FOR SERVICE DRIVES AT TALBOT LABORATORY (6) Bids were received for the reconstruction of sidewalks on the north side of Green Street between Wright Street and Goodwin Avenue and for the construction of service drives at Talbot Laboratory. That portion of the bids relating to the sidewalks was awarded to the General Paving Company, the lowest bidder, by the Board of Trustees on September 23, 1948 (Minutes, page 00). The recommendation for the award of the contract for drives was withheld since funds were not available. The Committee on Special Appropriations and Nonrecurring Expenditures has studied the need for the service drives and has included in its recommendations (separately submitted), an additional appropriation for this purpose. If the Board makes this appropriation the Comptroller and the Director of the Physical Plant Department recommend the award of the contract to the General Paving Company, also the lowest bidder on this portion of the work. I concur and recommend that the Comptroller and the Secretary of the Board be authorized to execute a change in the contract with the General Paving Company to include construction of the service drives at Talbot Laboratory at a cost of $7,080.

On motion of Mrs. Holt, this change of contract was authorized as recommended.
