On motion of Mr. Nickell, this appointment was made as recommended.

APPOINTMENT OF DIRECTOR AND ASSISTANT DIRECTOR OF THE STUDENT COUNSELING BUREAU (3) I recommend the following appointments to be effective May 1, 1950: 1. William M. Gilbert, now Acting Director of the Student Counseling Bureau, as Associate Professor of Psychology and Director of the Student Counseling Bureau at an annual salary of $8,000. 2. Leo A. Hellmer, now Acting Assistant Director of the Bureau, as Associate Professor of Psychology and Assistant Director of the Student Counseling Bureau at an annual salary of $7,000.

On motion of Mrs. Holt, these appointments were made as recommended.

APPOINTMENT OF DEAN STANLEY W . OLSON TO BOARD OF DIRECTORS, INSTITUTION FOR TUBERCULOSIS RESEARCH (4) The Sixty-sixth General Assembly of Illinois established the Institution for Tuberculosis Research for the production, distribution, and application of the bacillus Calmette-Guerin ( B C G ) , and other methods and materials for the prevention of tuberculosis and for conducting research in tuberculosis. The General Assembly has also made appropriations for expenses incidental to the operation of the Institution. Its management is vested in a five-man board — two appointed by the University and two by the Board of the Municipal Tuberculosis Sanitarium of Chicago. The fifth member is elected by the other four. The resignation of Dr. J. B. Youmans, former Dean of the College of Medicine, leaves a vacancy on the Board. Vice-President A. C. Ivy recommends the appointment of Dr. Stanley W. Olson, the new Dean of the College of Medicine, to fill the vacancy. The complete personnel of the Board will be: Appointed Dr. A. C. IVY, Vice-President by the University of Illinois

On motion of Mr. McLaughlin, this appointment was made as recommended.

DEPARTMENTS OF PREVENTIVE MEDICINE AND PUBLIC HEALTH (5) The educational and research program in Preventive Medicine and Public Health in the College of Medicine is presently under one department. The VicePresident in charge of the Chicago Professional Colleges recommends that it be organized into two departments, a Department of Preventive Medicine and a Department of Public Health. H e also recommends the following appointments: 1. H a r r y Filmore Dowling as Professor and Head of the Department of Preventive Medicine on indefinite tenure, beginning June I, 1950, at an annual salary of $12,000 ( A Y ) . 2. Howard J. Shaughnessy, now Professor of Bacteriology serving without salary, as Professor and Head of the Department of Public Health, the terms of his appointment to be determined later. Dr. Shaughnessy is now Director of Laboratories of the State Department of Public Health, and he will probably
