Educated in the public schools of Washington, D.C., Mr. Simpson engaged in fruit growing in Illinois in 1890. H e organized the F . H . Simpson Company in 1913, which became a large business in wholesale fruit marketing and distribution. H e was active in banking and financial circles in Flora, Illinois, and was chairman of the Republican County Central Committee from 1922 to 1930. H e was a member and past president of the International Apple Association, a member of the Presbyterian Church, and a thirty-second degree Mason. Mr. Simpson was appointed by Governor Len Small in November, 1928, to fill a vacancy on the Board of Trustees. H e served with distinction until March, 1931. H e was chairman of the Committee on Engineering, and member of the committees on agriculture, buildings and grounds, finance, and physical education. His interest, his wisdom, and his integrity made him a valuable member of the Board. H e was elected to serve from January to March, 1931, as President pro tempore of the Board during the absence from the State of President Barr. H e was noted for his loyalty and his charming and friendly personality. Mr. Simpson is survived by his widow, a daughter (Mrs. Doris S. Holt, a member of the present Board of Trustees), a granddaughter, and a great-grandson. The sympathy of the Board goes out to them in their sorrow.

On motion of Mr. Fornof, this memorial was adopted and the Secretary was directed to send a copy to Mr. Simpson's family. Mrs. Holt expressed her great appreciation of the flowers sent by the Board and of this memorial.
