ADDITION TO PLUMBING CONTRACT FOR ELECTRICAL ENGINEERING BUILDING (15) The Director of the Physical Plant and the Comptroller recommend an increase of $2,180.77 i n the contract with W. T. Mahoney and Sons, contractors for the plumbing work on the new Electrical Engineering Building. The original contract was approved by the Board on January 25, 1947 (Minutes, page 229). This increase is to provide for additional gas, water, and compressed air outlets in certain ground floor rooms of the building, as requested by the Department of Electrical Engineering. Funds are available in the State appropriation for the construction of a new Electrical Engineering Building for this addition. I concur and recommend that the Comptroller and Secretary of the Board be authorized to execute the addition to this contract. O n m o t i o n of M r . TARLTON CONTRACTING COMPANY FOR CONSTRUCTION OF WATER LINES (16) The Director of the Physical Plant and the Comptroller recommend an increase in the contract of G. L. Tarlton Contracting Company, St. Louis, Missouri. T h e contract provides for construction of pipe lines for fire protection facilities and Water Station improvements, for construction of a concrete reservoir, to be financed by a State appropriation for these projects, and for construction of storm sewers. The water main extensions for the fire protection facilities and Water Station improvements included only the extensions to the main grid system that were considered most urgent to strengthen the water distribution system in accordance with the National Board of Fire Underwriters Report of 1940, and to furnish a main source of supply from which laterals could be extended for only those building projects to be completed from 1947-1949 funds. Funds were not available in the State appropriation to provide for all the improvements recommended by the N.B.F.U. and by our consulting engineers, Alvord, Burdick, and Howson. Funds are now available in the Physical Plant renewals and replacements budget for the following additional improvements: Install tee on existing 4" water main on the south side of St. Mary's road and extend 6" main west and another main south for a total distance of 1050',

$2,700.

Install 6" tee on an existing main on Lincoln Avenue and extend a 6" main from this point east approximately 1370', $3,210. It is recommended that this additional work be considered as an addition to the present contract, since the bid for the original work of G. L. Tarlton Contracting Company was substantially lower than other bids and they have demonstrated that they have the equipment and personnel and are able to complete the work in a satisfactory manner. I concur and request that the Comptroller and Secretary of the Board be authorized to increase the contract with G. L. Tarlton Contracting Company in the amount of $5,910.

On motion of Mr. McKelvey, this addition to contract was approved and authority was given as recommended.

MEN'S RESIDENCE HALLS REFUNDING BOND ISSUE (17) As authorized by the Board of Trustees on June 23, 1947 (Minutes, page 403), bids were received on February 10, 1948, on $400,000 revenue bonds of the Men's Residence Halls. The lowest bid is offered by the Milwaukee Company, Chicago; First of Michigan Corporation, Detroit; Martin, Burns, and Corbett, Inc., Chicago; and Farwell, Chapman, and Co., Chicago, as a joint bid at an effective interest rate of 2.626% for all bonds. Bonds maturing September 1, 1948, through March 1, 1953, will bear interest at 3 % and bonds maturing from September I, 1953, through March 1, i960, will bear interest at 2^2%. The entire issue is purchased at par plus a premium of $100.
