2. The nonresident fellowship to be awarded to a graduate student for the purpose of enabling him to make direct observations or to do archival work away from the University in accordance with a plan recommended by his department. The maximum for one year is $2,400. Some fellowships may be awarded with smaller stipends, the amount depending on the character of the project. No supplementary item for travel or other expense would be allowed under this plan.

On motion of Mr. Fornof, these recommendations were adopted, and the appropriation was made, by the following vote: Aye, Mr. Davis, Mr. Fornof, Mrs. Holt, Mr. Livingston, Dr. Luken, Mr. McKelvey, Dr. Meyer, Mr. Williamson; no, none; absent, Mr. Green, Mr. McLaughlin, Mr. Nickell.

MASTER PLAN FOR COMMUNITY AND UNIVERSITY DEVELOPMENT AT URBANA-CHAMPAIGN (11) About a year ago there was organized in Champaign-Urbana a "Community Housing and Development Council," to give impetus to intelligent planning for the civic growth and development of Champaign-Urbana and of the University of Illinois. In fact, the University is largely responsible for the organization of this Council, which includes representatives of the University and of both cities. Its work has been significant in promoting the development of additional residential housing, but it has been chiefly concerned with a longrange plan for over-all development. T h e Council has requested the University to share in the cost of preparing a master plan for the community. Satisfactory development of the University depends to a large degree on the sound development of the community of Champaign-Urbana. Among advantages to the University which would result from the development and application of a master plan are: 1. Better housing and civic improvement which would aid in securing staff and in providing living quarters for both students and staff. 2. A reduction in the amount of staff housing the University will need to provide. 3. Improvement of traffic conditions; additional utilities and other municipal services. 4. Proper coordination of University and community expansion. The University has a crucial interest in the kind of development which takes place in the community as a whole. The University's expansion has been a major factor in community expansion. It would be necessary for the University to do a considerable part of the planning to be included in the proposed master plan, and the cost of this to the University would be at least as much as its contribution to the joint program. It is estimated that the master plan will cost $50,000. The Committee on Special Appropriations and Nonrecurring Expenditures has considered the University's participation and states that it would be appropriate for the University to share in the cost to the extent of $20,000. Such a contribution should be contingent upon the community's raising the remainder necessary to carry out the plan. It is agreed that the experts selected to make the study would be acceptable to the University. This matter has already been discussed with the Committee on Buildings and Grounds which met at the University on January 17. I recommend an appropriation of $20,000 for this purpose to be disbursed on authorization of the President of the University. It is anticipated that a joint administrative group on which the University will be represented will be set up to administer the expenditure of these funds.
