The policy of the University of Illinois governing the admission of new students permits the admission of non-residents of Illinois who rank in the upper twenty-five per cent of their high school graduating classes, or in the case of transfer students those who have an average of 4.0 in previous college work in terms of the grading system of the University. Under this plan applicants from the Canal Zone have the same opportunity for admission to the University of Illinois as students from any state in the Union or from foreign countries. The proposal from the Executive Secretary that applicants from the Canal Zone be admitted on the same basis as residents of Illinois would put them in a preferred class and give them priority over students from other states and territories of the United States. Since Mr. Nickell is unable to be present today, he has asked that this matter be brought to the attention of the Board for appropriate consideration. I do not recommend giving preferential consideration or priority for admission to the University to non-residents of Illinois of any one state or territory.

On motion of Mr. Davis, the Board concurred in the opinion of the President of the University.

ILLINI SCHOLARSHIPS, I N C . (5) Illini Scholarships, Inc., a non-profit educational aid corporation, organized by a group of University of Illinois alumni in Chicago, has established a fund to provide undergraduate scholarships at the University for young men and women from the Chicago area. T h e Scholarship Plan, including the procedure and conditions governing the awards, is as follows: 1. Illini Scholarships, Inc., Chicago, Illinois, has established a fund to provide undergraduate scholarships at the University of Illinois for young men and women from the Chicago area, to be awarded in the manner and under the conditions stated below. The Chicago area is defined as the territory within a fifty-mile radius of Chicago. Each scholarship shall be awarded for a period of eight semesters and shall have a value of $125 a semester. Illini Scholarships, Inc., agrees to keep on deposit with the Comptroller of the University at all times sufficient funds to cover all scholarships awarded. The Bursar of the University will pay the holders of these scholarships $125 a semester on completion of each semester's registration in the University. Scholarship holders will be certified to the Bursar by the Director of Admissions and Records. 2. These scholarships will be awarded to young men and women in the Chicago area. T o be eligible for a scholarship the candidate ( a ) must meet in full the requirements for admission to the University of Illinois, (b) must have a superior record in scholarship and in some form of student activity in high school or preparatory school, and (c) must show need of financial aid in order to attend the University. 3. Whenever a holder of a scholarship leaves the University before completing four academic years of work, his scholarship is forfeited, unless the University Committee rules otherwise. Furthermore, if the holder of the scholarship fails to maintain a satisfactory scholastic record in the University, the University Committee on Undergraduate Scholarships may refuse to renew the scholarship for the next academic year. All withdrawals of scholarship holders from the University and any cancellations of scholarships because of poor records in the University will be promptly communicated to the Scholarship Committee of Illini Scholarships, Inc. Any scholarship money unused because of withdrawal from the University or scholarship deficiency will revert to the fund on deposit with the Comptroller. 4. The Scholarship Committee of Illini Scholarships, Inc., agrees to recommend to the University not fewer than three candidates for each scholarship to be awarded. The final selection is to be made by the University Committee on Undergraduate Scholarships. If at any time no candidate recommended by Illini Scholarships, Inc., is acceptable to the University Committee on Undergraduate Scholarships, the University Committee may recommend to the Scholarship Committee of Illini Scholarships, Inc., a candidate or candidates from the University Committee's list of scholarship applicants, and on mutual agreement of the two committees the scholarship may be awarded to the most ac-
