I recommend the purchase of the property at 302 West Vermont Street, Urbana (William Habberton, o w n e r ) , at a price of $18,000. This price was determined on the basis of negotiations with the owner and an appraisal made by the Champaign County Real Estate Board. An additional assignment of $1,300 is recommended for needed improvements ($1,200) and cost of acquisition ($100). Funds have already been appropriated for this purchase. In order to secure personnel for important major positions and to hold present staff members in such positions, it will be necessary for the University to acquire additional residence properties of this type. This is as crucial in some cases as having funds to pay salaries to attract and to hold men of first rank. I therefore recommend that the Board of Trustees authorize the purchase of six additional residence properties, and that an appropriation of $100,000, or so much thereof as may be necessary, be made for this purpose. PURCHASE OF PROPERTY ON WEST ILLINOIS STREET, URBANA (2) The property at 1205-1207 West Illinois Street, Urbana, is offered to the University for immediate purchase at a price of $5,950. It is located in the block immediately east of the campus and across from the Men's University Club and other properties owned by the University on the opposite side of the street in the same block. T h e property consists of a frontage of 93.5 feet on Illinois Street and a depth of 130 feet. The Physical Plant Department proposes to make immediate use of it for an additional parking area urgently needed in this location. The price is reasonable as compared to amounts paid for other properties. This purchase has been recommended by the Building Program Committee. The additional sum of $6,000 is required to prepare it for parking purposes. I concur in this recommendation and request authorization for the purchase and an appropriation of $12,000 to conclude the purchase and make the necessary improvements for parking. COLLUSION IN BIDS ON UNIVERSITY CONSTRUCTION WORK (3) The Comptroller, Legal Counsel, and Director of the Physical Plant Department have submitted to the President of the University a report of investigations they have made following up information they received from reliable sources which indicated irregularities in bids on certain University construction projects. The conclusions drawn by these officers from the information obtained indicates the possibility of collusive bidding. T h i s r e p o r t w a s r e c e i v e d for r e c o r d . ADMISSION OF STUDENTS FROM THE CANAL ZONE (4) Superintendent Vernon L. Nickell has received a letter from the Executive Secretary of The Panama Canal requesting that the University of Illinois admit students from the Canal Zone on the same basis as it admits residents of Illinois but charge the out-of-state tuition fee.
