Training Program. Some members of the instructional staff were required to teach continuously, and at times carried more than normal teaching loads in order to service these programs. Administrative adjustments were made in the terms of employment, and the Board of Trustees has authorized at least three changes in the Statutes: ( a ) Services to be performed by the teaching staff shall extend through two semesters of the regular academic year beginning in September and ending in June. (b) The maximum summer session salary be increased from $900 to $1200 for eight weeks of service, with supplementary adjustments for 12 and 16 weeks of service. (c) The deadline on the acceptance of appointments to the staff has been reduced from 30 days to 10 days. Various practices developed during the war period, and certain new factors have created inconsistencies in terms of employment. The University has many contracts with industrial and government agencies for research projects which run continuously through the year. Competition for summer employment has increased, making it difficult to retain staff members for teaching during the summer session. T o clarify the situation, the Provost has conferred with the deans, directors, department heads, and other University officials who are chiefly concerned. As a result of these discussions and study, he recommends adoption of the following principles governing employment of the academic, administrative, research, and extension staff effective at the beginning of the 1948 Summer Session: 1. The academic year shall consist of two regular semesters (in the Chicago Professional Colleges the academic year shall consist of three terms) beginning in September or October and ending in June, the exact dates to be determined in the University Calendar. 2. Unless otherwise specified, services of the instructional staff shall be required during the two semesters (in the case of the Chicago Professional Colleges, three terms) of the academic year, and they shall be free for other employment, either in the University or elsewhere, during the summer months. 3. An appointment for one semester shall call for four and one-half months of service and the rate of compensation shall be one-half of the rate for the full academic year. Temporary and intermittent employment, full time or part time, shall ordinarily be on a pro rata basis as to term of service and salary, but heads of departments may, with the approval of the Dean and the President, establish special rates for part-time assistants. 4. Members of the instructional staff for the academic year who are employed for teaching in the Summer Session or for research in the three summer months shall receive a monthly compensation at the rate of one-ninth of the salary rate paid them for instructional service during the preceding academic year. 5. Members of the instructional staff for the academic year who are employed on research at full time for the three summer months will be given the equivalent of a month's vacation with pay, to be accumulated in periods when classes are not in session, including the Thanksgiving, Christmas, and Easter recesses. 6. The terms of employment shall be stated explicitly by the nominating officer for all members of the academic staff, indicating that services are required for ( a ) the academic year; (b) twelve months except for allowable vacation; (c) the Summer Session. 7. Staff members of the rank of instructor and above shall receive their salaries in twelve monthly installments for each academic year of service, or on a pro rata basis for shorter periods. Unless otherwise specified, teaching assistants shall be paid their salaries for each academic year of service in ten installments, of which the first and last shall be one-half installments, and the other eight shall be full installments each equal to one-ninth of the salary for the academic year. 8. Appointments to administrative, research, and extension positions generally, and to teaching and other positions requiring service throughout the year except for allowable vacations, shall be on a yearly basis ("Y" appointments; see 9 and 10 below). 9. Services of staff on "Y" appointment will be required for twelve months, with stated vacations with pay, and salaries shall be paid in twelve monthly installments.
