the medical and aeronautical fields, i.e., the blacking out of pilots during operation of high speed aircraft." Professor W. L. Everitt, Head of the Department of Electrical Engineering, has stated that the chances of developing this discovery to any commercial extent are small. The Committee recommends that the University's rights with respect to this discovery be released to the University of Illinois Foundation, with the recommendation that it work out a cooperative arrangement with the discoverer, or in the event that the Foundation is not interested in attempting exploitation of this discovery that the same be released to the discoverer. 4. A simple procedure for the preparation of the mono-fluophosphates. Discovery by Messrs. L. F. Audrieth, Professor of Chemistry, and O. F. Hill, Research Fellow in Chemistry. Professor Roger Adams, Head of the Department of Chemistry, reports that this material has no industrial use, that there is none in sight, and in view of these considerations and the cost, recommends that the discovery be released to the discoverers. The Committee recommends that this discovery be released to the discoverers.

On motion of Mr. McLaughlin, these releases were referred to the Board Committee on Patents for investigation and recommendation to the Board. The Board also concurred in the President's proposal that all recommendations involving the application for or release of patent rights should have the approval of the University Research Board, as well as that of the Faculty Committee on Patents, before coming to the Board of Trustees.

UNIVERSITY WATER SUPPLY (3) For several years the water level in the ground resources from which the University and the Illinois Water Service Company (the utility which supplies water to Champaign and Urbana) take their supply has been dropping at the rate of one foot per year. During the year 1945-1946 the water level dropped approximately five feet. The Illinois Water Service Company is developing a new source of supply and plans to discontinue pumping from its present areas, except in emergencies or until such time as the ground water supply has been replenished by natural infiltration. Repeated efforts have failed to locate an additional supply on University property. Engineers have advised the Physical Plant Department, and the Director concurs in their conclusions, that it would be more economical for the University to purchase its entire water supply from the Illinois Water Service Company than to go off campus the distance that would be necessary to obtain an adequate water supply, in as much as the Illinois Water Service Company has already begun the development of new resources. The increased cost of purchasing water from the Illinois Water Service Company is estimated at about $17,000 a year, but it is not as great as the comparable capital cost of increasing the facilities necessary to maintain the University's own water supply. The Director of the Physical Plant Department therefore recommends that a contract be entered into with the Illinois Water Service Company for the entire University's water supply at Urbana-Champaign. I recommend that this proposal be referred to the Committee on Buildings and Grounds for consideration and report to the Board.

This matter was referred to the Committee on Buildings and Grounds as recommended. The Board recessed for luncheon. OPEN SESSION
