Laboratory for applied research, and for the construction of a new office building and laboratory for the State Water Survey. By State law these three scientific surveys are administered by the State Department of Registration and E d u cation and a Board of Natural Resources and Conservation, but are housed in University of Illinois buildings. In 1939-1940 a new Natural Resources Building was constructed at the University by the State of Illinois for which an appropriation, separate from University appropriations, was made, supplemented by a Federal grant. T h e construction work was directed by the State Department of Public W o r k s and Buildings (which has charge of all State construction projects except those of the University of Illinois). Once constructed, that building became the property of the University, and the maintenance and servicing are the University's responsibility. Therefore, an agreement was entered into by the Board of Trustees of the University of Illinois and the Department of Registration and Education which, in addition to other conditions protecting the interests of both parties, provided that the plans, specifications, and contracts were subject to approval by the University. A similar agreement has been prepared in relation to the construction of the State W a t e r Survey building. T h e agreement has been approved by the Director of the Department of Registration and Education and is now submitted to the Board of Trustees. In the meantime, the Physical Plant Department has been working with the architects employed by the State to provide the architectural services for this building. A final understanding as to details covering the general work, drawings, and specifications subject to minor changes has been reached. T h e Physical Plant Department recommends approval of drawings for the general work and elevator installations; recommendations regarding plumbing, heating, ventilating, and electrical drawings and specifications will be submitted later. I recommend that the Board of Trustees authorize its officers to execute an agreement with the State Department of Registration and Education relating to the construction of the State W a t e r Survey building subject to the approval of that agreement by the Physical Plant Department and the Legal Counsel. I further recommend approval of the drawings and specifications for the general work.

On motion of Dr. Meyer, these recommendations were approved and authority was granted as recommended.

HOUSING NEEDS FOR CHICAGO DEPARTMENTS (28) Dr. A. C. Ivy, Vice-President in charge of the Chicago Colleges, has requested consideration of plans for meeting the urgent housing needs of the Chicago departments.

Dr. Ivy, being introduced, presented this matter and Mr. Todd Wheeler discussed possible locations. The President of the University was requested to study the over-all needs of all departments of the University, and to present his recommendations to the Board. President Livingston appointed as special committee to work with President Stoddard on this matter: Dr. Meyer, Chairman, Mr. Fornof, and Dr. Luken. E X E C U T I V E SESSION The Board in executive session considered the following matters presented by the President of the University.

SUMMARY OF LEASE OF SPACE ON T H E NAVY PIER (29) Professor Britton's report on the lease of the Navy Pier. Date of the Lease W h e n signed, the lease is to be dated August 1, 1046. T h e lease will be ready for signature as soon as the Navy releases the space. 'This document has
