On motion of Mr. Williamson, the action of the Comptroller and the Secretary in executing these contracts was approved and confirmed.

CHANGE IN NAME OF COMMERCE BUILDING TO DAVID KINLEY HALL (24) At the meeting of the Board on March 9, 1946 (Minutes, pages 1034-1035), the Board authorized the naming of the Commerce Building "Kinley Hall" as a memorial to the late Dr. David Kinley, former President of the University. It is now recommended that this name be changed to "David Kinley Hall." A number of buildings in Champaign-Urbana have been constructed through the benevolences of the late Senator William B. McKinley and have been named for him, viz., the University Y.W.C.A. in Champaign which is also known as McKinley Hall, the McKinley Y.M.C.A. in Champaign, the McKinley Memorial Presbyterian Church in Champaign, and the McKinley Foundation. This has resulted in a confusion in names between these various buildings, and adding Kinley Hall might increase difficulties. However, "David Kinley Hall" would be quite distinctive.

On motion of Dr. Meyer, this change in name was authorized as recommended.

STATEMENT ON THE RESPONSIBILITY OF THE UNIVERSITY FOR THE HOUSING OF RACIAL MINORITIES (25) T h e Board of Trustees of the University of Illinois has already expressed its general policy on the question of equal and fair treatment for all citizens of this country irrespective of race, creed, or color. In carrying out this policy the University fully appreciates the fact that it has certain responsibilities for action. In addition to the many specific actions it can take and does take as the need may arise, there are four large programs which would substantially modify the circumstances which now give rise to race tensions on and near the campus and to actions which might appear to be discriminatory. 1. It has been, and will continue to be, the obligation of the University to provide facilities for higher education for all qualified young people who may choose these facilities rather than the facilities of other colleges and universities. 2. The University will provide as many educational facilities on the Urbana campus as possible, especially in the professional fields of higher education which could not be offered elsewhere without duplication of buildings, equipment, specialized staff, and services at unnecessary expense to the taxpayer. 3. T h e University will expect to expand the use of its present facilities and of any new facilities it may secure by the addition of University owned and operated housing to which its own standards of health and of social and moral conduct can be applied. 4. The officers of the University will continue a policy of long standing which will favor and strengthen those attitudes and social philosophies which are necessary to create a community atmosphere in which race prejudice can not thrive.

On motion of Dr. Meyer, this statement of policy was approved.

PETITION FOR BUS SERVICE TO NAVY PIER (26) A petition for bus service to Navy Pier.

On motion of Dr. Meyer, this petition was approved.

AGREEMENT WITH STATE DEPARTMENT OF REGISTRATION AND EDUCATION FOR CONSTRUCTION OF WATER SURVEY BUILDING (27) The appropriations made by the 64th General Assembly of Illinois for the biennium of 1945-1947 for a "State-wide system of public works projects" include appropriations to the Department of Registration and Education for additions to the Natural Resources Building at the University of Illinois (which houses the State Natural History and State Geological Surveys), to the Geological Survey
