On motion of Mr. Williamson, the purchases recommended were authorized, the report of the Executive Committee was received for record, and the action of the President of the University in authorizing the above purchases was approved and confirmed.

AUTHORIZATION OF PLAN OF OPERATION O F DIVISION O F SERVICES FOR CRIPPLED CHILDREN (33) T h e Children's Bureau of the United States Department of Labor makes grants to the Division of Services for Crippled Children. As a basis for these grants, it requires a certificate by an executive officer of the University. Responsibility and general oversight of the Division has been placed in VicePresident A. C. Ivy, who therefore may appropriately sign such certificates. T h e Children's Bureau requires that the Attorney General of the State certify as to the legality of the plan of operation of the Division. The Attorney General asks that the Board of Trustees, by resolution, designate the officer to certify documents on its behalf. Approval of the following resolution therefore is requested: Whereas the General Assembly of the State of Illinois, by making appropriations to the University of Illinois for the Division of Services for Crippled Children, has placed the responsibility for operation of that Division on the University, and Whereas it is necessary that the Board of Trustees designate an officer of the University to act as executive officer in supervising the work of the agency and in executing documents required, particularly for the purpose of securing Federal grants;
