An Act appropriating $250,000 to the University of Illinois to provide through purchase, construction, or otherwise, housing facilities for staff members. This was reported to the Board of Trustees on April 24. Other Legislation SENATE BILL 196. An Act authorizing the Board of Trustees of the University of Illinois to acquire by purchase or otherwise, construct, equip, complete, operate, control, and manage any student residence hall, staff housing facility, dormitory, health and physical education building, or other revenue producing building or buildings, and providing for and authorizing the issue of bonds for the purpose of defraying the cost of construction, acquisition, or equipment of any such building or buildings, payable solely from the revenues derived from the operation thereof, and providing for and authorizing the refunding of any such bonds. SENATE BILL 238. An Act amending the Civil Service law to exempt student employee positions and removing professional and scientific positions from exemption as a class, and providing for credit for seniority acquired under the State Civil Service System. The Civil Service law relates only to nonacademic positions. SENATE BILL 603. An Act amending the Civil Service law by repealing present provisions authorizing the Board of Trustees to prescribe rules for promotions, and stating the basis on which promotions are to be made, which basis is the same as now being followed. SENATE BILL 604. An Act increasing from $200,000 to $300,000 the Working Cash Fund which the University is authorized to withhold from its receipts and to retain in its treasury for use as a revolving fund. HOUSE BILL 567. An Act amending the General Assembly scholarship law making further provisions for appointments to vacant scholarships. Previously the law provided that only the member of the General Assembly who made the original appointment may fill a vacancy and only while he is still a member of the General Assembly. The amendment provides that vacancies may be filled by his successor or successors. HOUSE BILL 579. An Act to provide annually one scholarship in the University for each county of the State for the benefit of the children of persons who served in the Armed Forces of the United States during the Civil W a r , World W a r I, or any time between September 16, 1940, and the termination of World W a r II, preference to be given to children of deceased or disabled veterans. This is an extension of an old scholarship law making its benefits applicable to children of veterans of World W a r I I . HOUSE BILL 764. An Act providing for reciprocal allowance of credit for retirement, death, and disability benefits between the State Employees' Retirement System of Illinois, the University Retirement System of Illinois, and the Teachers' Retirement System of the State of Illinois, making it possible for an employee who transfers from one system to another to retain equity earned prior to transfer.
