(1) The Comptroller shall: ( a ) be the general fiscal [agent] officer of the Board. H e shall approve for the Board all expenditures for which a general or specific appropriation has been made by the Board as evidenced by its records;

(2) The Comptroller shall also: ( a ) be the general business [agent] officer of the University and shall have [general] supervision over those offices comprising the Business Office of the University, including those of the [Purchasing Agent] Director of Purchases, Bursar, Chief Accountant, Auditor, and Business [Agent] Manager of Chicago [Departments] Divisions, and the Business Managers of other branches and locations;'
