student residence halls. These items were in the budget recommended by the Governor to the General Assembly and in the omnibus bill introduced by the State Administration. T h e Director of Finance had stated that this might represent the total amount of capital funds to be made available to the University during the biennium of 1047-1040. T h e statement was not accepted as binding on the University and the Director was so advised in writing by the President. The total of the reappropriation requested by the University under the agreement with the Director of Finance was $15,287,020. The original schedule of new capital appropriations to be requested for the biennium of 1947-1949 as approved by the Board on October 22, 1946, totaled $29,450,000. This was reduced by the Board on April 24 to $20,472,000. A bill for such an appropriation has been introduced in both houses of the General Assembly. It is now on the order of third reading in the House of Representatives, having been approved unanimously by its Committee on Appropriations. On June 17 the Senate Committee on Appropriations voted to reduce all building appropriations by 15 per cent. University officials were given a hearing by the Senate sitting as a Committee of the Whole on June 19. Following this hearing, University officials were requested to submit a schedule of reductions in the aggregate of 15 per cent of the total sum. I present herewith a schedule of the revision in these appropriations for basic building funds for 1947-1949, carrying out the mandate of the Senate.

The effects of this reduction were discussed by the President of the University, the Vice-President, and the Provost. On motion of Mr. Fornof, the action of the President in consenting to the revision of Senate Bill 662 was approved and confirmed, and the President was authorized to issue a statement on the seriousness of the situation.
