The Board considered the following matters presented by the President of the University.

APPOINTMENTS TO THE 1 9 4 7 SUMMER SESSION (1) There is submitted for approval recommendations from the Dean of the Summer Session for appointments to the teaching staff for the 1947 Summer Session. This budget provides for a 16-week session at Urbana, an 8-week session at the Galesburg and the Chicago Undergraduate Divisions, and for some graduate teaching in the College of Pharmacy. Salaries recommended have been computed as follows: 1. For 12-month appointees, 1 it is proposed that a base amount of 1/48 of the annual salary be paid for each week of teaching. 2. For appointees on tenure of less than 12 months a base monthly salary is proposed equal to that paid during the regular session. 3. The maximum salary of $1,200 for eight weeks' service was used as a basis for calculating maximum compensation for assignments other than eight weeks. (This maximum was approved by the Board of Trustees on December 28, 1946, page 198.) 4. A minimum salary of $275 for half time for eight weeks and $550 for full time for eight weeks is proposed, this minimum to be used as a basis for computing the minimum compensation for assignments other than eight weeks. The total of the proposed appointments is $783,829. This exceeds the amount allotted in the internal budget for 1947-1948 by $188,370. The Dean of the Summer Session requests an appropriation of $190,000 to cover the deficiency and to make other minor adjustments which may be necessary. I recommend that: 1. The appointments for the Summer Session be approved as submitted (for list, see page 452). 2. AH appointments or contracts for service during the Summer Session include a provision permitting reduction in time and salary or cancellation of the contract in the event that enrollment in certain courses or sections thereof does not warrant continuation of the appointment on the basis originally recommended. 3. An appropriation of $190,000 be made from the University General Reserve Fund to the budget of the Summer Session. 4. The President of the University be authorized to make such changes and adjustments, including additional appointments and acceptance of resignations, as are necessary in accordance with the needs of the University.

On motion of Mr. Fornof, this program was approved and authorized. The appropriation was made by the following vote: Aye. Mr. Fornof, Mrs. Holt, Mr. Livingston, Mr. McLaughlin, Dr. Meyer, Mr. Williamson; no, none; absent, Mr. Davis, Mr. Green, Dr. Luken, Mr. McKelvey, Mr. Nickell.

EXEMPTION OF STAFF MEMBERS FROM PAYMENT OF TUITION FEES (2) By authority of the Board of Trustees, members of the University staff and of the staffs of allied surveys and laboratories on the University campus in the lower salary brackets, and scholars and fellows in the Graduate School, are permitted to take graduate work without payment of tuition, laboratory, library, and supply fees. The Board of Trustees has specified from time to time the salary rates to which the exemption will apply. At present the exemption applies to staff members receiving annual salaries of $1,800 or less. A new minimum salary for fulltime assistants of $2,400 has been established. I therefore recommend the feeexemption regulations be amended to read as follows: "Persons on the academic and administrative staffs of the University in any capacity, or who are on scholarship or fellowship appointment in the Graduate School, or who are on permanent employment on the nonacademic staff, may
