I concur in these recommendations and request authorization of the Comptroller and Secretary of the Board to execute the necessary addendum to the University Club contract.

After discussion, this matter was referred to a special committee, consisting of Mr. Fornof, Mr. Williamson, and Mr. McKelvey, for consideration and recommendation to the Board.

ADDITION TO CONTRACT FOR ELECTRICAL CONNECTIONS AT UNIVERSITY AIRPORT (7) The University has a contract with Hecker and Company, Inc., for the installation of an electrical distribution system at the University of Illinois Airport. The Director of the Institute of Aeronautics and the Director of the Physical Plant Department request an increase of $4,292 in this contract to cover additional work necessary to provide electrical connections to (1) a brick residence and garage; (2) a frame residence and old well house; (3) new well house; — all at the Airport. This was not included in the original contract as authorized by the Board of Trustees on October 18, 1945 (Minutes, page 874). Funds are available and the work can be completed by August 31, 1947. The Comptroller recommends approval of this increase. I concur.

On motion of Mr. Williamson, this increase in contract was authorized as recommended.

CONTRACT FOR DRAWINGS AND CONSULTING SERVICES IN CONSTRUCTION OF BETATRON (8) Engineering services are needed in the preparation of the design and working drawings for the betatron, the principal item of equipment in the new Physics Research Laboratory. The Allis-Chalmers Manufacturing Company of Milwaukee, Wisconsin, is qualified to do this work satisfactorily because of its wide experience in building heavy electrical equipment and the excellent engineering work of that company on the 20-million-volt betatron developed during the war. This company has estimated that the cost of making the detailed design of the principal parts of the 300-million-volt betatron, following specifications determined from calculations and work on models by the Physics Department, is $35,000, but the company has proposed a contract which can be increased by not more than 30 per cent if the costs run above the stated figure, and which would be reduced if the costs are less. The contract will cover consulting services iii the design of the betatron; the preparation of detailed working drawings; consulting services during erection of the betatron; and in the interpretation of the drawings or alterations of design and drawings, if necessary. It will not cover cost of fabrication and erection. Professor F. W. Loomis, Head of the Department of Physics, Professor Donald W . Kerst, inventor of the betatron, Dean M. L. Enger of the College of Engineering, and Comptroller Lloyd Morey recommend acceptance of this offer as a basis for a contract. I concur and recommend that the Comptroller and Secretary of the Board be authorized to execute a contract along the general lines indicated herein, subject to approval of the contract by the Legal Counsel as well as the other officers mentioned above.

On motion of Mr. McLaughlin, this contract was authorized.
