with the exception of Section 3 (b) (foreign scholarships); this matter was referred to the faculty committee for further consideration and recommendation to the Board.

PER DIEM CHARGE FOR SERVICE AT RESEARCH AND EDUCATIONAL HOSPITAL (5) All patients treated in the Research and Educational Hospital are admitted on recommendation of their family physicians. A significant number of the patients carry hospital prepayment insurance. It would appear proper for the University to collect this insurance. The Executive Committee of the Hospital and the Vice-President in charge of the Chicago Professional Colleges have submitted the following recommendation: "That patients admitted to the University Research and Educational Hospital may be required to pay an established per diem cost of hospital care and other services, excepting doctors' services, or such proportions thereof as may be properly charged according to a liberal interpretation of their ability to pay, such ability to include coverage of hospital prepayment insurance, similar plans, or other resources; provided, however, that no restriction be placed on the admission of patients without charge when such admission is otherwise indicated." To collect this insurance it is necessary for the University to establish a per diem hospital charge for patients, but there will be relatively few occasions for putting it into practice except in cases of insured patients. This proposal has been approved by the Council of the Chicago Medical Society. I recommend approval. O n m o t i o n of M r . M c K e l v e y , t h i s r e c o m m e n d a t i o n w a s a d o p t e d . CHANGES IN UNIVERSITY CLUB CONTRACT (6) Pursuant to action of the Board on October 29, 1943, the University executed, effective December 1, 1943, a contract with the University Club of Urbana under which the property was leased to the Club, subject to certain conditions, included in which was the following statement: "The Club will operate the building and property described in this agreement and make available food service and living quarters thereon, for all of which it will assume full financial responsibility. . . ." Since the execution of the agreement, the Physical Plant Department through the Mini Union Building organization has taken over, on an invoice basis, the janitor service at the request of the Club. This arrangement has proved satisfactory. The Club has now asked that the Physical Plant Department, through the Union Building management, also assume the responsibility for food service at the Club. It is proposed that the Union accept all financial responsibility for the operation, assuming losses and receiving profits resulting from the operation. Such a proposal will necessitate a change in the contract with the University Club. The acceptance of such a proposal involves the following: ( a ) Capital expenditures (equipment) in the amount of approximately $16,000. (b) Assumption of possible operating losses. To date the Club has not been able to operate the food service on a self-supporting basis. The best estimate of the operation indicates an annual deficit of approximately $1,800. As authorized by the Board on August 31, 1943, the University pays to the Illini Union the service charges for staff members, which the Union concluded it should not attempt to collect. The Union Building, with the increased student enrollment, is unable to serve the demands of the entire faculty and students. It seems reasonable, therefore, in view of the lack of adequate facilities in the Union Building for use by staff members, that the Union assume, at least on a trial basis, the responsibility for operating the food service at the University Club, as requested. The Director of the Physical Plant and the Comptroller recommend: (1) That the contract with the University Club be amended to place responsibility for food service at the Club on the University through the Illini Union, subject to termination at the end of any University year. (2) Authorization of the expenditure of approximately $16,000 for necessary equipment from the surplus funds of the Illini Union.
