BOARD OF TRUSTEES MATTERS PRESENTED BY PRESIDENT STODDARD

T h e Board discussed in executive session several matters included in the agenda, a n d took action on the following matters presented by the President of the University.

PURCHASE O F HOUSING FOR FACULTY (1) The Board of Trustees has made a number of important appointments to the faculty and more will follow. Most of these people will eventually buy or build homes in Champaign-Urbana, but in the meantime they need to rent homes for a year or two. Residence properties are for sale but not for rent at this time. I request that the Board consider the purchase of a limited number of residences for rental to members of the faculty with the view to selling these properties when housing conditions improve sufficiently to warrant disposing of them. In the meantime, we would fix the rents at an appropriate carrying rate. Unless this is done, the University is in danger of losing the services of some of the top-flight men it has recently appointed. In fact, we have made appointments of deans with the understanding that suitable homes may be rented. Thus far, in spite of much discussion in faculty and community committees, the homes are not to be found. A preliminary estimate of the maximum amount that might be needed or could be used for this purpose is $150,000. I recommend that I be given authority to authorize negotiations for the purchase of properties to a total not to exceed this sum and payment for options where necessary, such negotiations when completed to be presented to the Executive Committee for approval and appropriation of necessary funds. I further recommend that the Executive Committee be given authority to approve the purchase of properties made under this proposal.

On motion of Mr. Fornof, authority was given to the President and to the Executive Committee as recommended.

APPOINTMENTS O F FACULTY COUNCIL AND ADVISORY COMMITTEE, INSTITUTE O F LABOR A N D INDUSTRIAL RELATIONS (2) The plan for the organization of the Institute of Labor and Industrial Relations as approved by the Board of Trustees provides for a Faculty Council to be appointed by the President of the University from the various colleges, schools, and departments of the University which have a part in the Institute and an Advisory Committee chosen from recognized leaders of public life, with equal representation from labor, management, and the public interests. The following have been appointed as members of the Faculty Council of the Institute: PHILLIPS BRADLEY, Director of the Institute of Labor and Industrial Relations, Chairman J. F . BELL, Professor of Economics R. B. BROWNE, Dean of University Extension H. M. GRAY, Associate Dean of the Graduate School

A. J. HARNO, Dean of the College of Law At its meeting on January 25, the Board of Trustees received nominations from the Faculty Council for appointments to the Advisory Committee of the Institute. The President of the University was requested to submit a revised list of nominations for the personnel of this Committee to the Executive Committee of the Board for approval. I t was the judgment of the Board that the list should be revised so that it will not include more than one person from any one company or city (except Chicago) and will provide for varying terms for the first appointees, looking toward regular terms of a specified number of years with one or more new members in each group appointed annually. The Director of the Institute of Labor and Industrial Relations has submitted the following revised nominations which were presented by the President of the University to the Executive Committee for approval: Labor CLINTON BUSH, State Legislative Chairman, Brotherhood of Locomotive Firemen and Enginemen, 105 East 70th Street, Chicago
