nothing toward the cost of plant maintenance and operation since that time. It did, in 1945, agree to bear its share of the cost of additional intercepting sewers now under construction. B. The University as a state-supported institution would not be setting a precedent in making an annual contribution toward the cost of sewage treatment. The Southern Illinois Normal University pays the City of Carbondale a sum approximately equal to one-half the cost of its water bill. The State hospitals at Anna, Jacksonville, Lincoln, Kankakee, and Peoria, contribute toward the cost of sewage treatment provided by their cities. C. For the past six years the Sanitary District has levied taxes in sufficient amount so that a portion could be set aside as a fund for "construction of additions." In 1945 this fund of some $43,000 was expended to meet a portion of the cost of constructing additional interceptor sewers whose cost will be greater than anticipated at the time of financing. A normal population increase would have required some additional expansion at the treatment plant in about ten years. Due to the rapid increase in local population and unprecedented registration at the University, some additional plant expansion will probably be required within five years. It is therefore necessary to build up a fund for construction of additions as rapidly as possible. An annual contribution from the University, while based on the cost of sewage treated, would be used to restore the construction fund. D. It seems reasonable that the University contribute its proportionate share for the cost of the operation of the plant. E. The University now has arrangements for exchange of services with the local cities on fire protection, police service, and maintenance of the streets. The Director of the Physical Plant and the Comptroller recommend that the University assume its proportionate share of the cost of operating the sewage disposal plant of the District, subject, however, to a determination of the sewage load from the University in relation to the total load. It is estimated that the cost to the University will be approximately $6,000 a year. I recommend that this proposal be approved with the understanding that the cost will be covered in the internal budget of the Physical Plant Department beginning July 1, 1947.

On motion of Mr. Williamson, this proposal was approved as recommended.
