APPROPRIATION TO UNIVERSITY RETIREMENT SYSTEM OF ILLINOIS (10) The costs of operating the University Retirement System of Illinois, including benefits payments and administrative expenses, are distributed among the agencies in the System, and are included in their biennial appropriations. The charges against the University of Illinois were based on the staff and payroll during the biennium of 1943-1945; the annual total used in the computations was $9,549,451. The actual salary and wage budget for 1946-1947 is approximately $16,830,000. The increase in this payroll affects the amount of disability costs, death benefit costs, and possibly retiring annuities. There is a surplus from previous years on death benefit costs, and there is no deficiency in the provision for retirement benefits, but there is an estimated deficiency of $30,272 in the provision for disability costs. Administrative costs of the System have aiso increased as a result of the added number of participants and benefits. The University's share of this increased administrative expense is $7,230. The University has, therefore, been requested to increase its payment to the System for the current fiscal year from $239,507 to $277,009. I recommend that a supplementary appropriation of $37,502 be made from the General Reserve Fund of the University for this purpose.

APPROPRIATION FOR PUBLIC FUNCTIONS ( n ) The General Assembly of Illinois will make its biennial inspection of the University on May 8 and 9. It has been customary for the University to pay the traveling and other expenses of these visits. I request that an assignment of $2,000 be made from the General Reserve to the Public Functions fund of the President's Office to pay the expenses of this inspection and visit.

SPECIAL APPROPRIATIONS FOR NONRECURRING EXPENDITURES (12) The Committee on Special Appropriations and Nonrecurring Expenditures recommends assignments from the General Reserve Fund for the following purposes: Equipment for the School of Music $ 4 2 000 Remodeling in Agricultural Buildings 37 000 Remodeling and equipment for Chicago Professional Colleges 35 000 Additional parking facilities 30 000 Equipment for College of Liberal Arts and Sciences 28 400 Minor remodeling in various buildings and offices 23 500 Rare books for the Library 15 000 Equipment for Civil Engineering 15 000 Ventilation in Electrical Engineering Annex 8 000 Repairs and equipment for woodland tracts 4 500 Acoustical treatment for practice rooms and studios in Smith Music Hall 3 725 Alterations in mailing and shipping rooms of Alumni Association and University Extension in Illini Hall 1 100 Total $243 225
