ADDITIONAL STATE BUILDING APPROPRIATION REQUESTS (3) On October 22, 1946 (Minutes, page 129), the Board approved for filing as a part of the biennial budget for 1947-1949, a schedule of capital appropriations totaling $29,450,000. This schedule is in addition to the reappropriation of all capital funds of the biennium 1945-1947. As separately reported at today's meeting, the amount which probably will be included in the State budget for 1947-1949 in excess of reappropriations of $16,631,000 is $2,000,000, or a total of $18,631,000. The reappropriation program does not include a number of projects for which appropriations were made in 1945 but the funds for which have had to be applied toward other projects of higher priority. In assenting to the redistribution of funds, University officers indicated that a reservation would be made on submitting directly to the General Assembly a request for additional capital appropriations for 1947-1949. This problem has been reviewed in detail with the University officers concerned at Urbana and Chicago. As a result, a revised schedule of urgent capital appropriation needs for 1047-1949 is submitted. This includes: 1. The most urgent projects at Urbana-Champaign of AAA or AA priority which were omitted or reduced in the schedule recently submitted for the State budget. 2. Urgent projects for the Chicago Professional Colleges, also omitted in the schedule recently submitted. With respect to the Urbana-Champaign campus, all projects included in the basic budget of $18,631,000 are scheduled for completion by September, 1948. If no additional appropriations are made for 1947-1949, this will mean that little construction work can be carried on during the entire year of 1948-1949. This would be a mistake in view of the fact that the need for all projects will be increasingly serious as the next biennium progresses. With respect to Chicago, it was found impossible to utilize the full amount appropriated (for Chicago) in 1945 because of the fact that, other than the atmospheric research unit and the completion of a part of the utilities distribution system, no unit could be carried to completion within existing funds. As already reported, the Department of Finance insists that no funds be released unless a sufficient appropriation is available for the completion of a usable unit. Thus, it became a question of either losing this sum or applying it at points where complete projects are assured. Hence, the sum of $1,300,000 originally intended for the hospital addition in Chicago was reallocated to Urbana-Champaign projects. The transfer was done after consultation with Doctor Ivy and on assurance to him that the amount of this transfer would be added to appropriation requests for 1947-1949. L^nless new appropriations are secured, no material progress will be made during 1947-1949 on the urgently needed program of the Chicago Professional Colleges. I recommend that the President be authorized to seek the introduction and passage of an appropriation bill totaling $20,472,000 for capital projects for 19471949 as set forth in the schedule submitted. This replaces the original schedule of $29,450,000 approved and filed in October, 1946.
