additional appropriations will be requested in accordance with the authorization of the Board (Minutes, January 25, 1947, page 227). The additional sums would increase funds for this project to $1,602,000. Consideration is being given to changes in the internal arrangement and ihe exterior design of the building. These changes will not affect the basic structure of the building, and it is believed that their cost can be met within the total estimates. The architects concur in the above recommendations. T h e Governor has been requested to release the balance of the present appropriation for use in this construction; execution of contracts is contingent on such a release. T h e Comptroller recommends approval of these proposed awards, and authority for the Secretary of the Board and himself to execute contracts when funds are available. I concur and request approval.

On motion of Mr. Williamson, these recommendations were adopted.

CONTRACTS FOR MINOR ALTERATIONS (21) The Physical Plant Department finds itself unable to do minor alterations and remodeling, because of the total of operation and maintenance work and the extra burden of major building projects in the Urbana-Champaign division. Many of the jobs are so small and of such character as to make competitive bidding impractical. The Department has recommended, and the Comptroller concurs, the award of standing contracts itntil June 30, 1947. Bids have been solicited for the several types of services rendered on a cost-plus fee basis, the latter based on a fixed percentage of direct cost of labor and material, with a minimum in each case. The lowest bidders are as follows: General Work— C. A. Petry & Sons and E. N. DeAtley (identical bids). Ventilating — F. R. Inskip and Company. Plumbing and Heating — Champaign Plumbing and Heating Company. Electrical Work — R. A. Bland Electric Company. W o r k under these contracts will be initiated on individual order from the Physical Plant Department, approved by the Comptroller, within Board appropriations. The Comptroller requests approval of the plan, the award of these contracts as listed above, and authority for himself and the Secretary of the Board to execute them. I concur in these recommendations.

On motion of Mr. Xickell, these recommendations were adopted.
