was referred to the President to consider in relation to other camps and for report to the Board. Mr. Robert Allerton has given the University land for a 4-H Club camp and other 4-H Club activities. In the meantime, a group of farm and home advisers in northern Illinois has organized a nonprofit corporation and accepted a site for a camp near Kankakee. Camp sites in two other areas of the State, the southern and western sections, are being considered. Problems present themselves as to ( a ) the program of soliciting funds, ( b ) an agency for receiving, holding, and disbursing funds, and (c) the plan of ownership, management, and operation of the camps. It is proposed that a coordination committee be set up consisting of five farm advisers, five home advisers, and three members of the University staff engaged in agricultural extension work, to supervise the solicitation of funds for the acquisition and development of these camps. It is further proposed that the funds be deposited with the University of Illinois Foundation to be held in trust and disbursed on the order of the aforementioned coordination committee. Donors will be permitted to specify the areas to which their gifts will go. If no designation is made, the committee will allocate the funds among the various camps. T h e ownership of the property may take one of two forms: (a) The camp may be turned over to the Board of Trustees to hold and operate in a manner similar to the Allerton 4-H Club memorial camp, (b) Separate corporations may be set up in each area of the State to hold and operate the projects. In either event, the University's Extension Service in Agriculture and Home Economics would supervise programs. The Board is asked to: 1. Request the University of Illinois Foundation to assume this responsibility of receiving, holding, and disbursing funds for these camp projects. 2. Authorize the acceptance of sites which may be provided for the various camps under conditions generally comparable to those of the Allerton gift. 3. Authorize farm advisers and home advisers and their successors in the respective areas to participate as individuals in nonprofit corporations, to own and operate such camps. These proposals have been reviewed by the Dean of the College of Agriculture, the Legal Counsel, and the Comptroller, all of whom recommend their adoption. I concur and request approval.

This matter was referred to the Committee on Agriculture.

BIDS ON MECHANICAL E N G I N E E R I N G BUILDING (20) Bids were received on February 27, 1947, for construction contracts tor the new Mechanical Engineering Building. This bid is on equipment for the shop area if used as a Foundry, and change in use of this area has changed equipment requirements. It is proposed that contracts be drawn for totals listed under "Part A," to keep contracts and other immediate expenditures within the total present appropriation of $1,102,000.
