Further increases in costs may render these estimates inadequate. Excluding $140,000 for purchase of buildings for student housing for which no reappropriation was requested and $38,000 for phone service extension entirely expended in 1945-1947.

CONTRACTS FOR UTILITIES DISTRIBUTION SYSTEM (14) Bids were received in the office of Sargent and Lundy on January 13, 1947, for the construction of additions to the Utilities Distribution System at Urbana, for which an appropriation of $791,000 was made for the current biennium. It is recommended that contracts be awarded as follows: 1. Piping in steam distribution tunnels, to William A. Pope Company, Chicago, the only bidder, $94,038, with escalation clause for maximum increase of 18% over current labor and material prices. 2. Insulation for piping in tunnels, Asbestos and Magnesia Materials Company, Chicago, the lowest bidder, $52,362 (firm bid). 3. Electrical distribution system, A. S. Schulman Company, Chicago, the lowest bidder, $133,850, with escalation clause to a maximum of 16.4%. 4. Construction of tunnels and conduits, Warner Construction Company, Chicago, $354,511. This concern is considered to be the lowest responsible bidder on the complete program. The total of these contracts, $634,761, is within the appropriation for the Utilities Distribution System. T h e requests for capital appropriations for 19471949 include a provision for additional funds for extension of the Utilities Distribution System sufficient to cover the total cost of this project plus additional services to buildings contemplated in the 1947-1949 building program. Extension of the Utilities Distribution System is necessary to service adequately existing buildings as well as new buildings to be constructed in various campus areas.

Mr. Stouffer discussed this item and Item 15 together. On motion of Mr. Nickell, these contracts were awarded as recommended.

CONTRACTS FOR ELECTRICAL ENGINEERING BUILDING (15) Bids were received on January 21 for construction contracts and for structural steel for the Electrical Engineering Laboratory, for which a State appropriation of $875,000 is available during the current biennium. A schedule of the bids and a report from the Director of the Physical Plant Department are submitted herewith. T h e present estimate of the total cost of this project is $1,615,775. T h e Board of Trustees has authorized a request for an additional appropriation of $5,100,000 to supplement funds appropriated for the current biennium to cover the increased cost of building construction, which includes an allocation of $325,000 for the Electrical Engineering Laboratory.
