QUARTERLY REPORT OF THE COMPTROLLER (15) The Comptroller presents his quarterly report to the Board as of September 30, 1946. Copies of this report have been sent to all members of the Board in advance of this meeting.

ADMISSION OF STUDENTS TO THE COLLEGE OF ENGINEERING (16) It is impossible to expand instructional staff and other educational facilities to provide for more students in the College of Engineering than are now enrolled, plus those in the undergraduate divisions in Chicago, Galesburg, and in the high-school extension centers to whom the University has definite obligations to permit their transfer to the College of Engineering as sophomores and juniors. Further restrictions on enrollments in that division are necessary and the following are recommended: 1. No permits to enter, or to transfer with advanced standing from other colleges and universities (other than divisions of the University of Illinois) will be issued to candidates for admission to the College of Engineering for the summer session of 1947. This is an extension of restrictions already applicable to new admissions for the second semester, 1946-1047. 2. When new students are again permitted to enroll in the College of Engineering, permits to enter will be issued to nonresidents of Illinois only as follows: ( a ) T o those ranking in the upper twenty per cent scholastically in their high-school classes, if applying for admission as first-year students. (b) To students applying for admission with advanced standing by transfer from other colleges and universities who have a scholastic average equivalent to B (or 4.00) in the University of Illinois grading system. The College of Engineering Executive Committee recommended even more stringent restrictions, but the above are as much as I recommend for the present. On request of Mr. McLaughlin, the Provost reported on activities at the Chicago and Galesburg branches.

PRESIDENT STODDARD'S REPORT ON THE UNITED NATIONS EDUCATIONAL, SCIENTIFIC, AND CULTURAL ORGANIZATION

President Stoddard reported briefly on the Educational Conference in Paris, from which he had just returned as a delegate to the United Nations Educational, Scientific, and Cultural Organization, and gave his impressions of the projects for the eradication of illiteracy and the promotion of amity throughout the world.
