specified at the least possible expense to the University of the quality desired in these times of material and labor shortages; ( d ) avail the University of the offer of Major Lohr with the services of his staff in assisting us in the supervision and in the substitution of materials that a r e available. The Physical Plant Department recommends that a contract in the amount of $25,586 on a guaranteed maximum basis be awarded to the C. W . Haynes Company for the above-described construction work on the Medical Exhibit. I concur and recommend that the Comptroller and Secretary of the Board be authorized to execute such a contract. REPORT O F AUDIT O F UNIVERSITY ACCOUNTS (11) T h e Secretary of the Board reports that he has received from Arthur Young and Company, auditors of the University, the report of their examination of the accounts of the University for the year ended June 30, 1946. Copies of the report have been sent to President Stoddard and all the members of the Board of Trustees. T h e report includes a certification of the balance sheet, a statement of current income and expenditures and current funds surplus, and summaries of transactions of all departments. This report w a s received for record. QUARTERLY REPORT O F THE COMPTROLLER (12) T h e Comptroller presents his quarterly report to the Board as of June 30, 1046. Copies of this report have been sent to all members of the Board in advance of this meeting. This report w a s received for record. There is also submitted a flow chart on which these data a r e shown. The first set of data is as follows:
