F I R E P R O T E C T I O N FACILITIES AND WATER STATION I M P R O V E M E N T S (9) Bids were received on November 11, 1946, for cast iron pipe and specials, gate valves, and fire hydrants for the fire protection facilities project and the water station improvements. Alvord, Burdick, and Howsou, our consulting engineers, recommend the award of the following contracts: United States Pipe and Foundry Company, Chicago, Illinois — 12* and 14" cast iron pipe in accordance with their base bid $13 319 16 McWane Cast Iron Pipe Company, Chicago, Illinois — 8" and 6" cast iron pipe and all cast iron special fittings in accordance with their base bid 13 658 48 M & H Valve and Fittings Company, Anniston, Alabama — Gate valves, valve boxes, and fire hydrants in accordance with their base bid 5 305 55 The above-listed costs are base bids to which escalation of 10 to 15% will need to be added for encumbrance purposes at the time of preparation of the contract. A total of $12,000 of the above base bids is to be charged to the Special State Appropriation " W a t e r Station," and the balance to "Fire P r o tection Facilities," funds for which are available. I recommend that the Comptroller and the Secretary of the Board be authorized to execute these contracts.

The Comptroller presented this matter. On motion of Mr. Fornof, these contracts were authorized.

C O N T R A C T F O R C O N S T R U C T I O N O F MEDICAL EXHIBIT IN MUSEUM O F S C I E N C E AND INDUSTRY (10) A proposal has been received from the C. W. Haynes Company for work to be done in connection with the University's Medical Exhibit in the Museum of Science and Industry. Funds for this work have previously been allotted, and the proposal meets with the approval of Vice-President Ivy. Considerable difficulty has been experienced in obtaining any quotations whatsoever on this work. Drawings were sent to numerous contractors, and bid openings were set for August 14, 1946, but no bids were received. Major Lohr of the Museum of Science and Industry then recommended several contractors who do work for the Museum. Of all the contractors contacted, the following three proposals were received: William H. Koenig — guaranteed upset price of $33 000 C. W. Haynes Company 25 404 The Alexander Hendry Company 14 375 1 T h e proposal from the C. W. Haynes Company suggested that this work be done on a cost-plus basis with a guaranteed upset price. This firm submitted a proposal based on this suggestion involving several alternates. T h e Physical Plant Department recommends that a guaranteed upset price of $25,586 be accepted in lieu of the lump sum bid with the additional potential cost to the University of $1,100 in order t o : ( a ) substitute materials at the job that are available on the market in order to expedite completion of w o r k ; ( b ) obtain the completed job with the standards desired by the University and the Museum of Science and Industry in these days of increasing prices; (c) obtain the work
