EASEMENT TO ILLINOIS BELL TELEPHONE COMPANY FOR UNDERGROUND CABLE (4) The Illinois Bell Telephone Company has requested permission to place a buried cable across the 70-foot strip of land owned by the University which crosses the Ross property in Section I of Tolono Township, Champaign County, for the purpose of providing additional circuits to the Airport and to take care of the pole line along the east side of Route 45 which must be relocated due to the widening of this road from Champaign to the University Airport entrance road. This cable will be buried not less than 30 inches below the surface of the ground and the University-owned drainage tile will not be disturbed. I recommend that the Board of Trustees grant the Illinois Bell Telephone Company an easement for this cable.

On motion of Mr. Davis, this recommendation was adopted.

TEST DRILL HOLE AND TUBULAR WELL AT AIRPORT (5) Bids were called, on uniform specifications, for the construction of a test hole and a finished well to supply water to the University Airport. However, only the firm of Hayes and Sims submitted a bid. The Physical Plant Department has checked this bid and believes the quotations received are in line with what should be expected at this time. Additional test wells will be arranged for as may be necessary at the unit bid price by means of change orders. Funds are available in the Airport appropriation for all costs. The Directors of the Institute of Aeronautics and of the Physical Plant Department recommend the award of a contract to Hayes and Sims on the basis of unit prices submitted, based on one rotary test drill well and one tubular well, at a total quotation of $4,194, with the understanding that if water is not found work will be stopped and payment made onlv for the test well on a unit cost basis. I concur and recommend that the Comptroller and Secretary of the Board be authorized to execute such a contract.

On motion of Mrs. Grigsby, this recommendation was adopted.

COMBUSTION CONTROL AND GAUGE BOARDS FOR ABBOTT POWER PLANT ADDITIONS (6) A proposal has been received from the Republic Flow Meters Company for furnishing of combustion control and gauge boards with instruments for the Abbott Power Plant Additions. This is a negotiated proposal and bids were not taken. Sargent and Lundy, our consulting engineers, indicate that it is impracticable to use the product of any other manufacturer in as much as the present combustion control is manufactured by Republic and any extension thereto must be their equipment. Furthermore, the gauge boards and instruments are essentially duplicates of similar items furnished by Republic in 1040. A good many engineering details, therefore, are already in their files and would greatly facilitate the necessary duplication in arrangement and appearance. T h e proposal is in strict accordance with the specifications. The proposal includes a provision that any escalation in cost will be limited to 15 per cent of the proposal prices on equipment of Republic's own manufacture. Sargent and Lundy consider this a fair proposal, and the Physical Plant Department requests authority to execute a contract with Republic Flow Meters Company for a total encumbrance of $11,862.25, the base bid being $10,315.00 plus an allowance for the maximum escalation of 15 per cent. I recommend that the Comptroller and Secretary of the Board be authorized to execute such a contract.

On motion of Mr. Fornof, this contract was authorized as recommended.
