UNIVERSITY OF ILLINOIS MATTERS PRESENTED BY PRESIDENT STODDARD

The Board considered the following matters presented by the President of the University.

APPOINTMENT OF DR. J O H N BARLOW YOUMANS AS DEAN OF THE COLLEGE OF MEDICINE (1) A special committee of the faculty, appointed by the former Executive Dean and the President of the University, to study the qualifications of the candidates for the position of Dean of the College of Medicine, has recommended that Dr. John Barlow Youmans of Vanderbilt University School of Medicine be appointed Dean of the College of Medicine, Medical Director of the Research and Educational Hospitals, and Professor of Medicine, effective as soon as he can report for duty. The Vice-President of the University in charge of the Chicago Professional Colleges concurs in this recommendation. I recommend approval of this appointment at a salary of $15,000 a year, the appointment as Dean and Director to be until September I, 1947, and thereafter on a biennial basis, and the appointment as Professor of Medicine to be on indefinite tenure. Since immediate action on this appointment was necessary, it was submitted to the Executive Committee which gave informal approval. A biographical sketch of Doctor Youmans is attached.

On motion of Mr. Williamson, this appointment was made as recommended.

CLINICAL FACULTY OF THE ILLINOIS EYE AND EAR INFIRMARY (2) A recommendation that additional appointments (as printed in the Appendix, page 153) be made to the nonsalaried, or clinical, faculty of the College of Medicine, in the Illinois Eye and Ear Infirmary, for the academic year beginning September 1, 1946; and that the President of the University be authorized to make such additional appointments or other changes as are desirable and necessary.

On motion of Dr. Luken, these appointments were made, and authority was granted as recommended.

APPOINTMENTS TO MAJOR POSITIONS IN THE UNDERGRADUATE DIVISION OF THE UNIVERSITY OF ILLINOIS AT GALESBURG (3) Pursuant to authorization given the President of the University by the Board of Trustees (Minutes, September 24, 1946, page 38) to employ the necessary personnel for the operation of a branch of the University in Galesburg, the following major appointments have been made in the Undergraduate Division at Galesburg. FREDERIC R. HAMILTON, to the position of Dean beginning September 27, 1946, and continuing through August 31, 1947, at an annual salary of $8,000. MAURICE J. GALBRAITH, to the position of Director of Student Welfare beginning September 19, 1946, and continuing through June 30, 1947, at an annual salary of $4,800. LEWIS O. KEEWOOD, to the position of Examiner and Recorder in the Registrar's Office beginning October I, 1946, and continuing through August 31, 1047, at an annual salary of $4,500. WILLIAM J. ENGLISH, to the position of Business Manager beginning October 10, 1946, and continuing through August 31, 1047, at an annual salary of $4,500. Since July 28, 1943, he has been on leave for military service and is now on terminal leave from the Army with the rank of Major. Before he went on leave for war service he held the position of Tabulating Machines Supervisor in the Business Office. Appointments of an Associate or Assistant Dean and a Director of the Division of Special Services for W a r Veterans are yet to be made.
