all locations, including hired and non-owned motor vehicles used in the pursuit of University business. Bids were prepared and submitted to sixty-eight mutual and stock insurance companies; also advertisements were inserted in various daily papers; four bids were received. The Director of Purchases, the Director of the Physical Plant, and the Comptroller recommend that the award be made to Richard C. Knight of Chicago, representing the Travelers Indemnity Company, on the basis of the lowest bid of $3,224.65.

On motion of Mrs. Holt, this award was made as recommended.

PURCHASES (17) The University of Illinois Statutes provide that purchases shall be made on the basis of competitive prices wherever practicable, quality, suitability, and service considered. Purchases amounting to $1,000 or more made from general funds or unitemized appropriations shall be submitted to the Board of Trustees or to the Executive Committee, unless, in the opinion of the President of the University, urgent necessity exists that requires immediate action, in which case the President shall act and report promptly to the Board.

On motion of Mr. Williamson, these purchases were authorized as recommended (see Appendix, page 1210).

SITE FOR NEW Y . M . C . A . BUILDING IN CHICAGO (18) The President of the Board of Trustees received and referred to the President of the University a letter from the President of the Medical Center Commission requesting that the Board of Trustees concur in the construction of a new Y.M.C.A. Building at 1933-53 West Polk Street, Chicago, which is within the area tentatively allocated for the future expansion of the University of Illinois and other institutions. The present "Professional Colleges Y.M.C.A." Building will be demolished to make way for the Congress Expressway. In view of this, the Y.M.C.A. is studying the future needs of the Medical Center District and the Medical Center Commission has offered its cooperation. This proposal was referred to the University Building Program Committee for study. The Committee recommends that the University concur in the selection of this site for the new Y.M.C.A. Building subject to the following conditions: 1. That the Y.M.C.A. continue making an allotment of space in this building to students from the University of Illinois Professional Colleges comparable with the allotment now being made in the present building. 2. That the Y.M.C.A. endeavor to include in its ultimate program the Chicago Board of Education Warehouse, which adjoins the proposed building site, to insure a suitable future development of this area. 3. That the University offer to release for a building site for the Y.M.C.A. the land required by it, either through sale to the Y.M.C.A. or by exchange with the Medical Commission for other property desired by the University, providing the proposed new Y.M.C.A. building project is carried out on the proposed site. I concur in these recommendations.

On motion of Mrs. Holt, these recommendations were approved and adopted.

AWARD OF CONTRACT IN CONNECTION WITH ELECTRICAL DISTRIBUTION SYSTEM IN CHICAGO (19) Bids were received for the construction of electrical duct runs and the extension of an existing switchroom in connection with the construction of the electrical distribution system for the Chicago Professional Campus. Funds are available in the State appropriation for this program. The Director of the Physical Plant and the Comptroller recommend the award of the contract to the lowest bidder, the R. V. Monahan Company, in the amount of $54,619. I concur.

On motion of Mr. Livingston, this award was made as recommended.
