DECORATING SPRINGFIELD OFFICES OF DIVISION OF SERVICES FOR CRIPPLED CHILDREN (33) The house in Springfield used as office quarters by the Division of Services for Crippled Children needs painting and redecorating. The owner agrees to do extensive remodeling and also to redecorate areas of the property, but additional redecoration is needed in other areas. The following bids on work to be done at University expense have been secured: G. H. Schanbacher and Son, Springfield $1 535 00 Howard Fryhoff, Springfield I 860 17 George J. Cappellin, Springfield I 795 00 C. E. Senger, Springfield 2 000 00 The Director of the Division and the Comptroller recommend award of a contract to the lowest bidder, G. H . Schanbacher and Son, at $1,535. Funds are available. I concur and recommend that the Comptroller and Secretary of the Board be authorized to execute the contract.

On motion of Mr. Nickell, this award was made and authority was given as recommended.

CONTRACT FOR EMERGENCY AND EXIT LIGHTING SYSTEMS IN CHICAGO PROFESSIONAL COLLEGES (34) Bids have been secured on the installation of new emergency and exit lighting systems in the Research and Educational Hospitals, including the dining room and kitchen unit, orthopedic unit, and in the Institute for Juvenile Research. This is one of the improvements recommended by Holabird and Root in their survey of mechanical facilities in the Chicago Professional Colleges. It is required to comply with the Chicago Fire Department's recommendation. The Director of the Physical Plant Department and the Comptroller recommend award of the contract to the E. P. Allison Company, Chicago, the lowest bidder, on the basis of their proposal for the various parts of the complete installation, in the amount of $21,055. Funds are available. I concur and recommend that the Comptroller and Secretary of the Board be authorized to execute the contract.

On motion of Mr. McKelvey, this award was made and authority was granted as recommended.

APPLICATION OF CITY ORDINANCES TO THE UNIVERSITY O F ILLINOIS (35) As reported to the Board on February 21, 1948 (Minutes, page 976), the City of Chicago instituted court proceedings against the University of Illinois to enforce the collection of a license fee for the maintenance of a fuel oil storage tank on the Navy Pier under an ordinance providing for licensing of fuel oil storage tanks. The Legal Counsel reports that on May 7, 1948, he filed a motion to dismiss the action, setting up the various reasons why the ordinance should not be applicable to the University. On May 11 the Corporation Counsel of Chicago moved to dismiss the complaint against the University. This ends the case without prejudice to the right of the city to institute another suit if its officials see fit to do so.

APPOINTMENT OF ACTING DIRECTOR OF UNIVERSITY BANDS (36) Professor A. A. Harding will retire as Director of the Military Bands on September 1, 1948, after forty-three years of distinguished service. Several months ago a special committee was appointed by the President of the University to study the qualifications of potential candidates for the directorship of the University Bands and to submit recommendations.
