tion and a division of the properties involved, the University of Illinois has acquired four farms, totaling 952 acres, in De Kalb County. Senator Wright's will includes the following provision relating to his bequest: "Fourth: Subject to the foregoing I give, devise and bequeath all the rest, residue and remainder of my estate, of whatsoever kind or character, and wheresoever situated, to the Board of Trustees of the University of Illinois at Urbana, Illinois, the same to become the absolute property of said University of Illinois, to be known as the H a r r y G. Wright and Harriette A. Wright Endowment, to be administered by the College of Agriculture of said University in so far as practicable in the judgment of the Board of Trustees of the University of Illinois. "It is my desire that the devise and bequest to the Board of Trustees of the University of Illinois herein made shall be administered and used for the purpose of promoting agricultural education and for founding scholarships, but nevertheless the use made of the devise and bequest hereunder shall rest in the sole discretion and judgment of said Board of Trustees." When Senator W r i g h t conferred with University officials about his proposed bequest, he presented certain suggestions made by him and Mrs. Wright for using the income. While the University is the absolute owner of the farms without restriction, there is at least a moral obligation to consider the wishes and purposes of Senator and Mrs. Wright in setting up the endowment. A special committee consisting of Mr. G. P. Tuttle, Director of Admissions and Records, Associate Dean R. R. Hudelson of the College of Agriculture, and Associate Dean H . M. Gray of the Graduate College was appointed to set up a plan including the policy, priorities, and conditions governing the scholarships under this endowment. T h e Committee has submitted its report. T h e following regulations to govern awards of scholarships under the H a r r y G. Wright and Harriette A. Wright Endowment are based largely on this report: 1. These scholarships shall be available to both graduate and undergraduate students. 2. In cases of students making their original applications for these scholarships, other qualifications being equal, preference shall be given to those expressing a desire and an intention to prepare for work in agriculture or in fields closely related thereto. 3. Graduate scholarships shall be assigned by the Graduate College. Undergraduate scholarships shall be assigned by the Committee on Awards of Undergraduate Scholarships. 4. The funds available each year will be allocated to graduate and undergraduate scholarships by consultation and agreement between the Graduate College and the Committee on Awards of Undergraduate Scholarships. 5. Qualifications of applicants for graduate scholarships being equal, preference will be given to residents of Illinois. The value of graduate scholarships will be at the prevailing rate for Graduate College scholarships and fellowships, plus an amount sufficient to cover University fees. 6. Undergraduate scholarships shall be awarded only to residents of Illinois. Qualifications of candidates being equal, preference will be given to residents of De Kalb, Randolph, Lee, and Whiteside counties. The value of undergraduate scholarships shall be $400 a year, plus an amount sufficient to cover University fees. I recommend approval of these regulations.

On motion of Mr. McLaughlin, these regulations were adopted as recommended.

DELEGATION OF SIGNATURES AT THE GALESBURG UNDERGRADUATE DIVISION (9) During the first two years of operations at the Galesburg Undergraduate Division, it was advisable that the vouchers to be presented to the State Auditor of Public Accounts for payments of funds be routed through the Urbana Business Office. Now that the Galesburg office has been satisfactorily organized and adequate procedures installed to insure the handling of routine business according to University business practices, it is desirable that this procedure be changed to permit the Galesburg Business Office to certify vouchers directly to the State Auditor. T o effect this change, the Comptroller requests adoption of the follow-
