of procedure for concentration of anhydrous hydrazine be released to the discoverers, so that they may be free to bring it to the attention of industries interested in this method. The Committee recommends approval. 4. Recommendation that a discovery by William J. Fry of "Continuously variable resonant frequency crystal systems, composed of a single material or any combination of materials," be released to the University of Illinois Foundation, with the recommendation that it work out a cooperative arrangement with the discoverer; or in the event that the Foundation is not interested, that the discovery be released to the discoverer. The Committee recommends approval. 5. Recommendation that a discovery by L. F . Audrieth and O. F . Hill of "a simple procedure for the preparation of monofluophosphates" be released to the discoverers. The Committee recommends approval. O n m o t i o n of M r . W i l l i a m s o n , t h e s e s e v e r a l r e c o m m e n d a t i o n s w e r e approved and adopted. PURCHASE OF WATER FOR UNIVERSITY M r . M c K e l v e y , for the C o m m i t t e e on Buildings a n d G r o u n d s , p r e sented a recommendation that the Board enter into a contract with the I l l i n o i s W a t e r S e r v i c e C o m p a n y f o r t h e p u r c h a s e of all w a t e r r e q u i r e d by t h e U n i v e r s i t y at U r b a n a a n d C h a m p a i g n , u n d e r t h e following cond i t i o n s , f o r m u l a t e d in a r e p o r t t o P r e s i d e n t S t o d d a r d b y M r . L l o y d M o r e y a n d M r . C. S. H a v e n s . In accordance with a request of the Buildings and Grounds Committee, we have given further consideration to the possibility of the University purchasing its entire water supply from the Illinois W a t e r Service Company. As a result of negotiations with representatives from the water company, the Illinois Water Service Company will agree to the following in the event the University contracts to purchase its entire supply: 1. To provide a water supply and all auxiliary equipment including pumps, filtration plant, storage facilities, etc., to meet the recommendations of the National Board of Fire Underwriters. The Illinois W a t e r Service Company further agrees to show evidence that steps have been taken to comply with the recommendations of the National Board of Fire Underwriters, within six months after receiving the report. 2. To submit annually to the University such data, as may be requested, indicating the changes in the local water consumption, characteristics of pumping, operation, etc. 3. That the division of responsibility for the maintenance of facilities will be at the property line of the University at which points all metering facilities will be located unless changed at the request of the University. The Illinois Water Service Company will provide and maintain all metering facilities including bypass piping and valves on either side of the meter. Such meter or meters shall be of the recording type. 4. That in addition to meeting the specific recommendations of the National Board of Fire Underwriters, the Illinois Water Service Company further agrees to conduct such studies as may be necessary for the long-term future water supply of the University and the community. The University will be asked to agree: 1. T o discontinue pumping except: ( a ) To maintain, in a satisfactory operating condition, existing equipment for emergencies, (b) To provide raw water for special uses •— such as biological research. Such water, if made available to the academic departments, will not be cross-connected with the other water service facilities, (c) If and when the Illinois Water Service Company has not taken steps within six months after receiving the National Board of Fire Underwriters' report to insure and provide an adequate supply for the University and the community including that necessary for fire protection. 2. T o comply with all regulations applicable to other customers relative to the use and conservation of water with the understanding that: ( a ) The University will be given a period of three to five years within which to correct existing
