On motion of Mr. McKelvey, this appropriation was made as recommended, by the following vote: Aye, Mr. Fornof, Mrs. Holt, Mr. Livingston, Mr. McKelvey, Mr. McLaughlin, Mr. Williamson; no, none; absent, Mr. Davis, Mr. Green, Dr. Luken, Dr. Meyer, Mr. Nickell.

PURCHASE OF STOCK FOR LIGHT HORSE PROGRAM (19) The Board of Trustees has approved (Minutes, September 26, 1947, page 826), a program of education and research in the breeding, feeding, and care of light horses. It has made an appropriation for operating expenses and a special appropriation for the purchase of the basic stock of animals needed for this project. The Department of Animal Science has been studying ways in which these purchases can best be carried out. Representatives have attended several auctions and sales to become acquainted with the kind of stock available and current prices. They have come to the conclusion that it would be unwise to attempt to purchase the needed stock at such sales. Preliminary contacts with various owners, both in Illinois and elsewhere, who might be interested and willing to make sales at reasonable prices, indicate that such purchases can be made below auction sale prices by direct negotiations with owners. Some additional inspections will be necessary to complete such purchases. It is essential that the animals to be purchased be selected by competent representatives of the department. Prices can thus be set up through negotiation. The Head of the Department and the Dean of the College of Agriculture recommend, and the Director of Purchases and the Comptroller concur, that the Department of Animal Science be authorized to make selections of animals for this program, and to reach agreements on prices; and that the Director of Purchases be authorized to issue purchase orders for such selections when so recommended, the total of all purchases and other necessary expenses to be within the appropriation of $20,000 made for this purpose. I concur.

On motion of Mr. McLaughlin, these purchases were authorized as recommended.

PURCHASES (20) There are submitted herewith recommendations for purchases for approval by the Board, and purchases authorized by the President of the University (see Appendix, page 1084).

On motion of Mr. Williamson, the purchases recommended were authorized, and the action of the President of the University in authorizing emergency purchases was approved and confirmed.

COMPTROLLER'S REPORT OF CONTRACTS EXECUTED (21) The Comptroller's report of contracts executed from February 11 to March 10, 1948 (see Appendix, page 1086). T h i s report w a s received for record. REPORT OF COMMITTEE ON PATENTS

Mr. Williamson, for the Committee on Patents, presented the following report of the Committee on matters referred to it on November 2 9, 1947 (page 926), and January 8, 1948 (page 955).

1. Recommendation that patentable discoveries showing promise of commercial importance be released to the discoverers as agents of the University of Illinois Foundation. The Committee recommends approval. 2. Recommendation that a discovery by William J. Fry and H . L. VanVelzer of "Supersonic detection of infra-red radiation" be released to the discoverers, subject to the Rights of the Air Materiel Command. The Committee recommends approval. 3. Recommendation that a discovery by L. F. Audrieth and R. A. Penneman
