Music who are unable to pay the accustomed tuition. These scholarships are awarded on the basis of comparative promise in music as judged by a special committee appointed for that purpose and under regulations of the Board of Trustees. The committee of the School of Music which nominates candidates for the Thomas J. Smith Scholarships in Music has recommended the following changes in the regulations: 1. Regulation No. 3 which reads as follows: "Each applicant shall submit an essay of not fewer than 250 words on some subject in music, chosen by herself, to show that she had adequate training in English composition." to be changed to read: "The Committee in selecting the candidates for the scholarship shall consider in addition to evidence of promise in music and financial need, the student's previous scholarship record." 2. Regulation No. 5 which reads as follows: "These scholarships shall be good for one year and shall exempt the holders during this period from matriculation, incidental, and music fees. They may be renewed for one, two, or three years provided the scholars maintain at least an average grade of B in all subjects." to be changed to read: "These scholarships shall be good for one year and shall exempt the holders during this period from the tuition fee. They may be renewed for one, two, or three years, providing the scholarship holder maintains a superior scholarship average in her work in the University." The matriculation and special music fees have been discontinued. The incidental fee is now called the tuition fee. The benefits to the scholarship holder are not diminished by this change. I concur.

On motion of Mr. McKelvey, these changes were approved and adopted as recommended.

REQUEST FOR ASSIGNMENT OF LAND TO THE STATE NATURAL HISTORY AND GEOLOGICAL SURVEYS (5) The following letter from the Chairman of the State Board of Natural Resources and Conservation and resolution adopted by that Board are submitted at his request: March 10, 1948 Members of the Board of Trustees, University of Illinois.

GENTLEMEN :

Herewith I hand you copy of Resolution adopted by the Board of Natural Resources and Conservation on February 24th, 1948, with reference to allocation of lands for future construction by this Board on the campus of the University of Illinois. This matter has been thoroughly gone into and discussed among the members of the Board, including President George D. Stoddard. President Stoddard informs us of a proposed 25-year plan in conjunction with the cities of Urbana and Champaign. He does not sign the Resolution because in his capacity as President of the University, he feels that this matter should be left to the committee and then to the Board itself. H e expressed the view that we should have more land allocated to us according to our needs and that it should be adjacent to our present building. W e are in complete sympathy with some 25-year plan and desire to work in complete harmony with the University. It is highly important that land should be allocated to the Board which will be adjacent to the present Natural Resources Building, and we shall be glad to have our representative confer with the committee now in the process of planning, and also to appear before your Board when and if necessary.
