given top priority in the replacement and modernization projects scheduled for 1947-1948The Director of the Physical Plant Department and the Comptroller recommend award of the contract to the lowest bidder, the E. P. Allison Company, at $32,108. Funds are available in the Physical Plant operation and maintenance budget. I concur and recommend that the Comptroller and the Secretary of the Board be authorized to execute this contract.

On motion of Mr. Livingston, this contract was awarded, and authority given as recommended.

PURCHASES (9) There are submitted herewith recommendations for purchases for approval by the Board, and purchases authorized by the President of the University (see Appendix, page 1052).

On motion of Mr. Williamson, purchases were authorized as recommended, and the action of the President of the University in authorizing emergency purchases was confirmed and approved.

GIFTS AND GRANTS OF FUNDS FOR RESEARCH AND OTHER PURPOSES (10) A report of gifts and grants of funds for research and other purposes received by the University since the last report on November 29, 1947 (see Appendix, page 1053).

QUARTERLY REPORT OF THE COMPTROLLER (11) The Comptroller presents his quarterly report to the Board as of December 31, 1947. Copies of this report have been sent to all members of the Board in advance of this meeting.

ADDITION TO CONTRACT FOR UTILITIES DISTRIBUTION SYSTEM, URBANA-CHAMPAIGN (12) The contract for the construction of the enlargement and extension of the utilities distribution system at Urbana-Champaign does not include lateral connections to the various buildings. The cost of such connections is properly chargeable to the appropriation for each building and in most cases the new building construction details had not been developed to include lateral connections at the time the contract for the utilities distribution system was let. The Director of the Physical Plant Department and the Comptroller recommend an increase of $4,328.85 in the contract with the Warner Construction Company for the construction of a conduit duct connecting the new Women's Residence Hall on Lincoln Avenue with the utilities distribution system. The Warner Construction Company has the contract for the construction of this building. I concur and recommend that the Comptroller and the Secretary of the Board be authorized to execute this addition to the contract.

On motion of Mrs. Holt, this addition to contract was approved and authority given as recommended.

SUB-CONTRACT FOR BETATRON ERECTION (13) On January 8, 1948 (Minutes, page 961), the Board of Trustees approved a contract with the Allis-Chalmers Manufacturing Company of Milwaukee for the supervision of the assembly and erection of the 300-mev Betatron. As a part of this contract, authority was given to the Allis-Chalmers Company to employ labor and purchase material if such purchases of over $25 were approved in advance by the University and did not exceed in total the sum of $25,000.
