In consideration of the grant of easement the Urbana-Champaign Sanitary District agrees to protect all interests and rights of the University with regard to the location of the sewer and the standard of construction and also to protect the University from any loss, damage, or expense in the nature of legal liability which may result from the construction of this sewer. I recommend that the Board of Trustees grant the easement requested and that the Comptroller and Secretary of the Board be authorized to execute the same.

On motion of Mr. Williamson, the execution of this easement was approved and authorized as recommended, by the following vote: Aye. Mr. Davis, Mr. Fornof, Mrs. Grigsby, Mr. Livingston, Dr. Luken, Mr. McKelvey, Mr. McLaughlin, Dr. Meyer, Mr. Nickell, Mr. Williamson; no, none; absent, Mr. Green.

DEFICIT IN CHICAGO ILLINI UNION OPERATING BUDGET FOR 1 9 4 6 - 1 9 4 7 (14) The Physical Plant Department reports that it will not be possible to maintain the standard of service needed in the Chicago Illini Union Building as rendered in the past on the funds available in the budget. This is partially due to the fact that because instructional schedules for the coming year result in a reduction in the number of terms in which student fees are collected, the income will be less than in the past. It is also due to the fact that the University has not increased its appropriations to the Union for the fees of faculty members who have been added to the staff. T h e Board approved the principle of paying such fees in its meeting of August 31, 1943 (Minutes, page 514). The indicated deficiency is $3,045 and the reductions in service would be of a rather serious character. On July 18, 1944 (Minutes, page 11), the Board made an appropriation of $50,000 to apply toward the deficit in the Illini Union Building for the bicnnium 1943-1945, with the understanding that when the operations of the building showed a net surplus which would be available for the repayment of these sums they would be repaid to the University from this surplus. During the year 1945-1946 there has been charged against the fund charges of the Union against the University in excess of the amount provided in the regular 1945-1946 budget. As a result there is a balance in this fund as of Tune 30, 1946, amounting to $40,705. Provision should be made for the added cost in the Chicago Illini Union budget for 1946-1947, and this charge may be taken from the above-mentioned balance. T h e Comptroller recommends that the Board authorize such a charge. I concur and recommend approval.

On motion of Mr. Williamson, this transfer of funds was authorized as recommended.

SPECIAL APPROPRIATIONS FOR NONRECURRING EXPENDITURES (15) The Committee on Special Appropriations and Nonrecurring Expenditures recommends assignments from the General Reserve Fund for the following purposes: Remodeling of Electrical Engineering Laboratory to provide for facilities for vacuum tube research $50 000 Illini Hall and Arcade Building remodeling 3 500 Total $53 500 These proposed improvements have been carefully studied by the Committee on Special Appropriations and Nonrecurring Expenditures. Its reports giving details of the reasons for these improvements are submitted herewith.

On motion of Dr. Meyer, these appropriations were made as recommended by the following vote: Aye, Mr. Davis, Mr. Fornof, Mrs. Grigsby, Mr. Livingston, Dr. Luken, Mr. McKelvey, Mr. McLaughlin, Dr. Meyer, Mr. Nickell, Mr. Williamson; no, none; absent, Mr. Green.
