On motion of Mrs. Watkins, acceptance of this gift from the University of Illinois Foundation was authorized, and the Secretary of the Board was requested to send to officials of the Foundation a formal expression of the Board's appreciation.

CHANGES IN STUDENT FEES (15) T h e Committee on Fees and Scholarships has submitted the following recommendations: Service Charge for Identification Card. A service charge of fifty cents be authorized at the Chicago Undergraduate Division for a duplicate identification card. There is no charge for the original identification cards and students have been requesting duplicate cards often without good reasons. This would conform to the practice at Urbana-Champaign. Changes in Registration. Beginning with the academic year 1956-57, the practice of allowing a period of five days after the close of registration for changes in a student's program of courses without charging a fee be discontinued provided that in cases of conflict or errors in registration the fee will be waived at the discretion of the college office. Exemption of Staff Members from Fees. Persons on appointment for a first and second semester or a second semester who are exempt from payment of fees for courses in which they are registered during the period of their appointment be exempt also from payment of fees for courses in which they enroll in the summer session immediately following termination of their appointments regardless of whether or not they are teaching in that summer session.

On motion of Mr. Swain, these recommendations were approved.

REJECTION OF BID ON ELEVATOR INSTALLATION IN MEN'S RESIDENCE HALLS ADDITIONS (16) In the awards of contracts for the construction of Additions Nos. 3 and 4 to the Men's Residence Halls, action on the contract for the elevator installation was deferred pending further study of its need. It has been concluded that this installation is unnecessary and the Director of the Physical Plant recommends that all elevator bids on this project be rejected. I concur.

On motion of Mr. Swain, this recommendation was approved.

PHYSICAL EXAMINATION OF STUDENTS (17) Since 1918 the University has required all new students to undergo a physical examination prior to their registration. These examinations are given by the University Health Services at Urbana-Champaign, at the Chicago Professional Colleges, and at the Chicago Undergraduate Division. The Director of Health Services recommends that implementation of this requirement be modified to authorize delegation of the performance of the preentrance examination, in whole or in part, to other doctors of medicine in Illinois and elsewhere, so that the examination may be performed either by the staffs of the Health Services or elsewhere at the option of the student and at his expense. This will reduce the costs of operation of the Health Services and expedite compliance with the requirements. T h e Health Services Advisory Committee concurs in the change. Accordingly, I recommend that the University's requirement of the pre-entrance physical examinations of students be changed to read: All new students proposing to enroll in the University of Illinois, or in the University High School at Urbana-Champaign, are required, before completion of their registration, to present adequate evidence of satisfactory physical and mental health, as determined by the Director of Health Services, or by the Directors of Health Services at the Chicago Professional Colleges and the Chicago Undergraduate Division, subject to the approval of the President of the University. T h e Directors of the Health Services of the University are authorized to prescribe, under the conditions stated above, the form, extent, and scope of the required pre-entrance examinations.
