Bissell, t h e Board voted to hold its next regular meeting in Chicago, Illinois, on W e d n e s d a y , N o v e m b e r 2 3 , 1955, the time a n d place to be determined by t h e President a n d Secretary of t h e Board, with t h e understanding that t h e President m a y exercise t h e authority given h i m in t h e By-Laws of t h e Board to change t h e date to a later one if it appears that t h e amount a n d n a t u r e of t h e business to be presented would not justify a meeting on N o v e m b e r 2 3 .
