LINCOLN AVENUE RESIDENCE ADDITION (8) The Physical Plant Department has completed, with the aid of Naess and Murphy, Architects-Engineers, Chicago, a revised design for the proposed addition to the Lincoln Avenue Residence halls for undergraduate women students. The design has been recommended for approval by the Building Program Committee. On the basis of this recommendation and after examination of the design, President Lloyd Morey gave it his approval and authorized the architects to proceed with the preparation of working drawings and specifications, subject to any question that might be raised by the Committee on Buildings and Grounds of the Board of Trustees. (The drawings of the addition with a photograph of the model were sent to each member of the Committee.) This addition to the Lincoln Avenue Residence was contemplated when the original section fronting on Lincoln Avenue was constructed. Space is provided in the present building for the food service for the second unit. The general design of the addition is similar to that of the present building, and no new problems are involved. The Lincoln Avenue Residence was designed by Naess and Murphy, and the Board has previously authorized the employment of this firm to design the addition. It will be erected immediately west of the existing building and be connected thereto. T h e addition will be financed by the net operating income of the residence halls plus general University funds in the state appropriations made to the University for 1955-57 which will be available for this purpose pursuant to legislation enacted by the Sixty-ninth General Assembly. I recommend that the action authorizing the completion of the drawings and specifications according to this design be confirmed.

On motion of Mr. Williamson, the action of the President of the University was confirmed.

BIOLOGY BUILDING (9) T h e Physical Plant Department has completed, with the aid of Holabird & Root & Burgee and Associates, Architects-Engineers-Consultants, Chicago, the site plan and design of the first unit of the new Biology Building, and these have been recommended for approval by the Building Program Committee. On the basis of this recommendation and after examination of the site and floor plans and elevations, President Lloyd Morey gave his approval and authorized the architects to proceed with the preparation of working drawings and specifications, subject to any question that might be raised by the Committee on Buildings and Grounds of the Board of Trustees. (Copies of the preliminary study and first floor plan and a photograph of the model were sent to each member of the Committee.) The design is similar to that of the nearby Mechanical Engineering and Electrical Engineering Buildings and represents the greatest possible economy in design consistent with general good appearance. The Sixty-ninth General Assembly appropriated $4,000,000 for 1955-57 for the construction and equipment of this building. I request confirmation of the action taken.

On motion of Mr. Livingston, the action of the President of the University was confirmed.

FUNDS FOR WATER SURVEY BUILDING (10) The University has been serving as fiscal agent for the State Geological, Natural History, and W a t e r Surveys in contractual arrangements with the United States Government and other sponsoring agencies which support research by the Surveys on specific projects. T h e fiscal operations of the Surveys are administered by the State Department of Registration and Education and the Department of Finance. It is not feasible for the Surveys to contract directly with sponsoring agencies and to carry on the business operations incidental to sponsored research. Under this agency arrangement, after all costs of research benefits have been paid, funds received for indirect costs are divided equally between the University and the Surveys.
