On motion of Mr. Johnston, these appointments were approved, and the President of the University was authorized to make such changes as are necessary and desirable.

COLLEGE ADVISORY COMMITTEE IN VETERINARY MEDICINE (4) T h e Dean of the College of Veterinary Medicine recommends the appointment of Dr. Andrew Grant Misener, 6448 North Clark Street, Chicago, as a member of the College of Veterinary Medicine Advisory Committee for the period of three years beginning September 1, 1955. I concur. O n m o t i o n of M r . W i l l i a m s o n , this a p p o i n t m e n t w a s a p p r o v e d . FELLOWSHIP STIPENDS (5) University fellowships awarded to graduate students carry stipends of $900 for first-year students, $1,000 for second-year students, and $1,100 for third-year students. These stipends are low in comparison with fellowship stipends paid at other universities with which the University of Illinois must compete to attract the best talent. F o r example, 40 per cent of the fellowships awarded for 1955-56 in the first selection were not accepted, and these fellowships were then offered to applicants on the alternate list. The Executive Faculty of the Graduate College and the Provost recommend that stipends of University fellowships be increased to $1,200 irrespective of the year of study. A $1,200 fellowship would be much more competitive than one at $000. It is not necessary to provide higher stipends for second-year and thirdyear graduate students than for the first-year students since the important thing is attracting first-rate graduate students, as those who begin their graduate study at Illinois are likely to continue. Since a fixed amount has already been budgeted for University-sponsored fellowships, the effect of an increase in stipend will be to reduce the number of fellowship awards from approximately 132 to i n , but it is believed that this sacrifice should be made until such time as the amount of funds for fellowships
